About this file

This document is Amendment No. 1 to Bid IW249046 issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department, providing clarification through a question-and-answer format regarding a one-time purchase of IQF (individually quick frozen) diced carrots. The bid solicitation encompasses a total of 30 truckloads containing 40,500 cases (30 pounds per case) of frozen diced carrots to be distributed across three TDCJ locations: Palestine (8 loads, 10,800 cases), Wynne (15 loads), and Snyder (7 loads, 9,450 cases). The diced carrots will be used as a standalone side dish in prison cafeteria operations. Delivery is scheduled in two phases, with 14 loads required in May and 16 loads in June 2026, with 1,350 cases per truckload. The bid opening date is May 8, 2026, at 3:00 PM. All bidders must acknowledge receipt of this amendment with their bid submission to receive consideration.

Product substitutes are permitted provided specification sheets are submitted with the bid. The solicitation specifies that products must be of U.S. origin, and TDCJ has not previously purchased this product. The amendment clarifies that this is strictly a one-time purchase order rather than a multi-month contract, with all 30 loads to be delivered across the three warehouses during May and June 2026. Delivery capability and timeline are identified as factors in award determination. The contact specialist is Leslie Bowers. Bidders must provide their complete contact information, including name, address, fax number, and email address, to ensure receipt of any further amendments, as TDCJ assumes no responsibility for bidders failing to receive modifications due to incomplete contact information.

Question

Answer

1 Please provide spec sheet Please see the revised solicitation.

If bidding an alternate item, please note the item description on the bid form and provide a specification sheet with your bid.

2 Can you please provide the estimated delivery schedules for all 3 IQF Diced Carrot bids? (IW249046, IW249053, IW249052)

IW249046

10,800 cases (30 lbs / case) 1,350 cases per truckload = 8 truckloads total to be delivered to Palestine, Texas.

4 truckloads to be delivered in May, 4 truckloads to be delivered in June.

3 Will the diced carrots be used as a stand-alone side, as an ingredient in mixed vegetables or soups, or a combination thereof?

Stand alone.

4 Were the IQF Diced Carrots left off the cafeteria bid #304T-26-300CF?

This is a one-time purchase.

5 Are these IQF Diced Carrots anticipated to ship over the next 12 months?

Delivery may be a factor in award.

TDCJ requests vendors provide the best available delivery time.

6 Can you please clarify how many loads of the IQF Diced Carrots are required per each of the 3 locations?

Wynne – 15 loads {IW249053} Palestine – 8 loads {IW249046} Snyder – 7 loads {IW249052}

7 When are these two Frozen Carrot opportunities expecting delivery? Maybe I missed it, but looking for a delivery schedule.

Is it 30 loads ASAP, over time, etc.

14 loads due in May (for all 3 locations combined) 16 loads due in June (for all 3 locations combined) See split delivery requirement in question & answer 2.

8 Will delivery on all 30loads be required at the same time?

See question & answer 2.

9 If not, what is the delivery timeline for the complete order?

See question & answer 2.

10 Are substitutes permitted if specs are met? Yes, with spec sheet provided with bid submission.

11 What was the last price paid TDCJ has not purchased this product before.

(936) 437-3885 www.tdcj.texas.gov

12 Would it be acceptable to submit a bid if the product origin is Egypt, as we manufacture these items in our facility there? Or is U.S.

origin strictly required for this solicitation?

No.

13 Is this a frozen product ? Yes.

14 And how many cases per truckload? Bid says 30 loads …and 9450 cs Snyder and …30 loads , 20,250 cases Huntsville. Is 30 loads 30 truckloads ?

1,350 cases per truckload, 30 truckloads total for all 3 locations combined.

15 I just wanted to confirm that by "30 loads" you mean 30 separate deliveries for the case amount in each IW249052, IW249046, IW249053? Meaning, this would be a multi-month contract. Is this correct? I see the cases already on the IFB is multiple loads per location, so is that included in the 30 loads or is this 30 deliveries of the requested amount?

This is a one-time order for 30 loads delivered across three warehouses for May and June deliveries.
