About this file
This is a Security Attachment document establishing mandatory compliance requirements for contractors making deliveries to the Texas Department of Criminal Justice (TDCJ) facilities. The document outlines specific security procedures and restrictions that apply to all contractor staff and contracted delivery services when accessing TDCJ-owned, leased, or contracted premises, including correctional units and warehouses. Key requirements include mandatory security escorts for all delivery personnel within correctional facilities and inmate-populated areas, strict prohibitions on contraband (including firearms, weapons, tobacco, alcohol, controlled substances, pagers, and cell phones), limitations on cash carried into facilities (maximum $35), vehicle security protocols requiring locked vehicles with keys in direct possession, appropriate business attire, and restrictions on ex-inmates, minors, and pets from TDCJ property. All delivery staff must be notified of and comply with TDCJ Personnel Directive PD-29 regarding sexual misconduct with inmates prior to any delivery operations.
The document grants TDCJ broad authority to search and inspect all delivery staff and vehicles while on facility property, with the unit warden or facility administrator holding ultimate responsibility for interpreting and enforcing these security rules. Non-compliance with these requirements may result in immediate removal and refusal of entry to any individual violating the restrictions. This security attachment does not address pricing, contract terms, funding sources, or award information, as it functions solely as a mandatory compliance addendum for contractors engaged in delivery services to TDCJ facilities.
