About this file
This is a Request for Proposal (RFP) Bid Notice issued by the Schertz-Cibolo-Universal City Independent School District (SCUC ISD) in Texas for medical plan brokerage services. The District is soliciting proposals from qualified firms to serve as its Medical Broker of Record, providing medical plan brokerage and related support services for employee medical coverage. The selected broker will coordinate closely with the District and its strategic healthcare advisor, Masonry Health, to support medical plan strategy, procurement, carrier negotiations, implementation, compliance, and ongoing service delivery. The District characterizes 2026 as a bridge year during which the broker will manage current medical plan operations while supporting limited cost containment initiatives and alternative delivery solutions, with expectations for more substantial plan redesign in 2027. The scope is limited exclusively to the employee medical plan and related infrastructure; dental, vision, disability, life, voluntary, and ancillary coverages are excluded. Proposals must be submitted through the Bonfire system at https://scucisd.bonfirehub.com by 2:00 p.m. on May 13, 2026, with evaluation and board recommendation to follow in accordance with Texas Education Code 44.031(b).
The RFP does not specify pricing terms, set-asides, incumbent broker information, or contract award and renewal details in the bid notice provided. The District reserves the right to accept or reject any or all proposals in its best interest and to waive any procedural irregularities. All clarification questions must be submitted in writing through the Bonfire portal. The Purchasing Manager is Terri Canal, CPPB, CTSBO, reachable at tcanal@scucisd.org. Respondents bear full responsibility for timely submission; late proposals will be deemed unresponsive. Proposals remain confidential until the District's Board of Trustees accepts a recommendation.

NOTICE TO VENDORS
Schertz-Cibolo-Universal City ISD is accepting proposals for RFP # 26-019V, Medical Plan Brokerage Services through our Bonfire System at: https://scucisd.bonfirehub.com.
PROJECT OVERVIEW: Schertz Cibolo Universal City Independent School District (“SCUC ISD” or “the District”) is soliciting proposals from qualified firms to provide medical plan brokerage and related support services for the District’s employee medical plan. The selected firm will serve as the District’s Medical Broker of Record.
The District has engaged Masonry Health to serve as its strategic healthcare architect and advisor for the employee medical plan. Accordingly, the selected Broker will be expected to work in close coordination with the District and Masonry Health in support of the District’s medical plan strategy, procurement and market engagement efforts, carrier and vendor negotiations, implementation activities, compliance coordination, and ongoing service model.
The District is not seeking a broker to independently define or direct the overall medical plan strategy. Rather, SCUC ISD seeks a broker that is transparent, execution oriented, collaborative, market competent, and capable of supporting and operating within a disciplined strategic framework established by the District in partnership with Masonry Health.
For the 2026 plan year, the District views this engagement as a bridge year assignment. During this period, the selected Broker will be expected to effectively manage the current medical plan through year end while supporting a limited set of cost containment initiatives, point solutions, carve outs, or alternative delivery or sourcing channels that may operate alongside, or outside of, incumbent arrangements. The District currently anticipates that the 2027 plan year may involve a more substantial redesign or restructuring of the medical plan, and the selected Broker must be capable of supporting both near term execution and longer term transition planning.
Scope Limitation: The scope of this solicitation is limited to the District’s employee medical plan and related medical plan infrastructure. Dental, vision, disability, life, voluntary, and other ancillary coverages are not included in this RFP and are addressed through separate arrangements.
Proposals for RFP# 26-019V Medical Plan Brokerage Services will be accepted until the opening at 2:00 p.m. on May 13, 2026. Consistent with Education Code §44.031(b) and applicable state rules, the District will open, evaluate and either accept or reject the proposal(s), based on the RFPs criteria. Consistent with Texas Government Code §552.104, proposals are not public information until a recommendation has been made to and accepted by the District’s Board of Trustees.
Respondents accept all responsibility for forwarding the proposal to the address above within the specified time or it is unresponsive. The Schertz-Cibolo-Universal City School District reserves the right to accept or reject any or all proposals in the best interest of the district and to waive any formalities or irregularities in the RFP process.
