About this file

This document is Official Responses to Questions and Addendum #2 for Request for Proposals (RFP) #240k issued by the Texas Comptroller of Public Accounts for Automated Clearing House (ACH) services. The RFP seeks a single qualified financial institution to provide comprehensive ACH origination and processing capabilities supporting the Comptroller's Fiscal Management Division, Treasury Operations Division, and 200+ participating state agencies. Services include file transmission, account validation using both account information and ownership verification, fraud detection aligned with Nacha fraud monitoring rules implemented in March 2026, debit and credit transaction processing, and wire transfer services. The Comptroller currently processes approximately 695 ACH files monthly, receives an average of 1,420 Notices of Change (NOCs) and 9,100 returns per month, processes approximately 65 deletes/reversals monthly, and sends and receives approximately 175 wires per month. The written questions deadline was April 28, 2026, with responses posted May 1, 2026. Proposals must be submitted electronically by May 19, 2026, at 2:00 p.m. Central Time. The initial contract term extends through August 31, 2029, with one optional renewal period through August 31, 2030, and a potential six-month transition extension at the Comptroller's discretion. Contract execution is anticipated for July 1, 2026.

Pricing must be submitted on a firm fixed-price basis for a minimum of 180 days from the proposal deadline and must cover all ACH-related fees, wire transfer fees, implementation fees, transaction fees, and associated service costs, with respondents required to submit their own version of the pricing schedule rather than relying on the incumbent's sample structure. The RFP specifies no set-asides; however, all respondents must complete a mandatory HUB Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified Historically Underutilized Businesses, including Veteran-owned HUBs where applicable. The current contract expires August 31, 2026, with no optional terms remaining, indicating the Comptroller is transitioning from a legacy ACH system to a modern, actively supported platform. Respondents must satisfy cybersecurity requirements including Texas data safeguard standards and artificial intelligence regulations, maintain commercial general liability insurance of $1,000,000, professional liability insurance of $1,000,000, and a $25,000 blanket dishonesty bond, and provide references and financial statements in hard copy format only. Funding is contingent upon legislative appropriation and availability of funds, with the Comptroller retaining the right to terminate the contract immediately if funds become unavailable.

TEXAS COMPTROLLER OF PUBLIC ACCOUNTS

Request for Proposals for Automated Clearing House Services (RFP# 240k)

Official Responses to Questions from Potential Respondents and Addendum #2 (May 1, 2026)

1. Can we let the references know a new deadline date since the below date is April 20? We’d like to get this sent to our references as soon as possible to give them time to complete the Form. Thanks in advance for your help!

RESPONSE: See RFP Addendum #1, posted to the ESBD on April 28, 2026.

2. 1.2 Background - Comptroller currently uses a legacy system and is seeking a new solution that is not a legacy system. Please provide additional details.

RESPONSE: When Comptroller refers to moving away from a legacy system, this means that Comptroller would like to align with a modern, actively supported ACH origination platform within the Successful Respondent’s environment. The goal is to leverage current functionality, streamlined onboarding and offboarding processes, and flexible file management capabilities. This approach is intended to support efficiency, ease of maintenance, and adaptability as Comptroller needs evolve.

3. 2.1.C.18 - Are you currently utilizing Account Validation or pre-notification to validate account information? What is your process for collecting new account / payment information? Are you validating account information or account and owner? If so, please provide the average monthly volume.

RESPONSE: Comptroller utilizes both an account validation product and pre-notifications to validate account information. As Comptroller supports 200+ state agencies, it has established internal processes for the collection and management of direct deposit and payment information. The current solution validates both bank account information and ownership. Comptroller recently implemented the account validation solution in alignment with the Nacha fraud monitoring rule, which went into effect in March 2026. As a result, Comptroller is still in the early stages of implementation and does not yet have sufficient data to provide average volumes.

4. 2.1.E. ACH Debit Processing Procedures – Does CPA utilizes any Debit Return/Reclear handling services?

RESPONSE: Comptroller does not utilize a reclear service for returned debit transactions.

5. 3.12 A. Term of Contract; Sample Contract – Request that all extensions be upon mutual agreement.

RESPONSE: See RFP Section 4.2.A with instructions regarding exception requests.

6. 3.15 Certificate of Interested Parties – As a publicly traded company, we are not required to complete Form 1295.

RESPONSE: See RFP Section 4.2.A with instructions regarding exception requests.

7. Attachment C - To ensure the most accurate response, please provide the average total number of the ACH files you submit each month.

RESPONSE: RFP Attachment C is hereby amended to add the following: Approximately 695 files are submitted each month.

8. Attachment C - What is the average number of NOCs you receive per month? Does the Comptroller have challenges with high volume of NOCs or returns?

RESPONSE: RFP Attachment C is hereby amended to add the following: Comptroller receives approximately 1,420 NOCs per month on average. Comptroller does not experience challenges with high volumes of NOCs or returns.

9. Attachment C - What is your average monthly ACH Deletes/Reversal volume?

RESPONSE: RFP Attachment C is hereby amended to add the following: On average, Comptroller processes approximately 65 transactions.

10. Attachment C - What is the average number of ACH returns received each month?

RESPONSE: RFP Attachment C is hereby amended to add the following: Comptroller receives approximately 9,100 returns per month on average.

11. Attachment C - Please provide a brief description of the Payment EDI PYMT ORG wire service.

RESPONSE: The services listed in Attachment C reflect those provided by the incumbent and are included for reference as a sample pricing structure. Respondents shall submit their own version of Attachment C, which must include all associated costs required to perform the full scope of ACH origination services.

12. Attachment C - Since wire services are included in the pricing schedule, please provide your average monthly wire volumes.

RESPONSE: RFP Attachment C is hereby amended to add the following: Comptroller sends and receives approximately 175 wires per month.

13. Attachment C – Please provide a definition of Artificial Intel Maintenance and Artificial Intel Item Scanned.

RESPONSE: The services listed in Attachment C reflect those provided by the incumbent and are included for reference as a sample pricing structure. Respondents shall submit their own version of Attachment C, which must include all associated costs required to perform the full scope of ACH origination services.

14. Attachment C – Please provide a definition of ACH Special Processing

RESPONSE: The services listed in Attachment C reflect those provided by the incumbent and are included for reference as a sample pricing structure. Respondents shall submit their own version of Attachment C, which must include all associated costs required to perform the full scope of ACH origination services.

15. Attachment H: Contractor Cybersecurity Training Attestation Form – Section 2054.5191 refers to state employees. We do not see a reference to contractors’ employees being required to take this training. In addition, the Bank would not have access to the CPA computer system or database. Please confirm whether this Attestation is required.

RESPONSE: See RFP Section 4.2.A with instructions regarding exception requests.

16. 4.2.A. Transmittal Letter states “Proposal is valid for one hundred eighty (180) days from the deadline for delivery” but Exhibit B, 4. Requires that prices “will remain firm for acceptance for a minimum of ninety (90) days from deadline for submission of Proposal.” Please confirm which comment is correct.

RESPONSE: Section 4.2.A is correct. Exhibit B.4 is hereby amended to change 90 days to 180 days.

17. Exhibit I Client Reference Form – Reference deadline to Comptroller is April 20, 2026, which was the day the RFI was issued. Please provide an extension for these forms.

RESPONSE: See Response to Question #1.

18. Will the CPA accept internet links to financial statements and other items?

RESPONSE: No. See RFP Section 4.2.H(4).

19. Please confirm the due date of the reference forms (the form has a due date listed of April 20)?

RESPONSE: See Response to Question #1.

20. Is the reason for releasing the RFP because the initial contract term and all have been exhausted, or are other reasons driving the RFP issuance? If other please describe.

RESPONSE: RFP Section 1.2 (Background) is hereby amended to add the following:

The current contract for ACH services expires August 31, 2026, with no optional terms remaining.

21. Has the state recently gone through or looking to go through an ERP system change? If so, what is the ERP system?
