About this file

This is Addendum No. 1 to Request for Proposals (RFP No. 240k) issued by the Texas Comptroller of Public Accounts for Automated Clearing House Services. The addendum, issued April 28, 2026, replaces Exhibit I, the Client Reference Form, in its entirety. Respondents must acknowledge receipt of this addendum by signing and returning the acknowledgement with their proposal; failure to submit a signed acknowledgement may result in proposal disqualification. The revised Client Reference Form requires vendors to provide client references that will be contacted by the Comptroller's office by the May 19, 2026, deadline at 2:00 p.m. Central Time. References must complete evaluations assessing the vendor's performance across multiple criteria including quality of services, cost management, timeliness of performance, and business relations, with ratings ranging from unsatisfactory (0) to excellent (3).

The Client Reference Form requires vendors to identify at least one client reference and document the scope of work performed, performance dates, and compensation structure. References must evaluate vendors on ten specific criteria: prior service within the past two years, timeliness of service delivery, technical knowledge, problem resolution ability, invoice accuracy and timeliness, adherence to delivery schedules, communication effectiveness, personnel professionalism, customer service orientation, and overall satisfaction. The form includes a vendor references scoring guide that defines performance expectations at each rating level, with excellent ratings indicating no quality problems, cost issues, or delays, while unsatisfactory ratings indicate nonconformances that compromise contract requirements. References must also provide opinions on whether they would recommend the vendor for future services and to other potential clients, and must include their contact information and organizational affiliation.
