About this file
This Addendum 1 provides responses to clarifications and questions regarding the Request for Proposals (RFP 473-26-00007) issued by the Public Utility Commission of Texas (PUCT) for live internet video broadcasting services for open meetings and public hearings. The PUCT seeks a contractor to provide comprehensive broadcast services for approximately 70 annual meetings over a four-year contract term commencing September 1, 2026. The primary broadcast location is the Commissioners' Hearing Room in Austin, which measures 48 feet by 34 feet by 10 feet tall and features an adjacent 8-by-12-foot dedicated production room equipped with current vendor equipment and a dedicated Spectrum internet connection. The contractor must maintain the installed system permanently throughout the contract period without teardown or rebuilding. Remote and mobile broadcasts may be required outside Austin with minimal notice, though historically only one remote broadcast occurred in Houston within the past three years. The contractor may borrow equipment from the main hearing room for remote broadcasts provided such use does not interfere with scheduled meetings.
Key operational requirements include redundancy and failover strategies capable of restoration within 10 to 15 minutes during meeting recesses, with all broadcasts recorded and made available in their entirety for public consumption. The PUCT requires compliance with Americans with Disabilities Act (ADA) standards, Section 508 of the Rehabilitation Act, and Texas Administrative Code Chapters 206 and 213 for captioning and accessibility. The hosting environment must be United States-based with no specific preference otherwise. The contractor must manually download and display meeting agendas during broadcasts, tracking agenda items as consented, discussed, or not discussed, with no existing system integration required. Monthly reporting should include metrics on live viewer counts and rolling totals of recorded content viewership, with dashboard format flexibility. The PUCT will review invoices for correct billing amounts prior to contractor distribution to regulated utilities, with the PUCT providing contact information and cost allocation determinations through Commission Order.

ADDENDUM 1
TO RFP 473-26-00007
REQUEST FOR PROPOSALS TO PROVIDE LIVE INTERNET VIDEO OF OPEN
MEETINGS AND PUBLIC HEARINGS HELD BY THE PUBLIC UTILITY
COMMISSION OF TEXAS
RESPONSES TO QUESTIONS RECEIVED
1) Current Environment & Infrastructure:
a. Could you provide additional information on the Commissioners' Hearing Room?
Room layout with measurements
Response: The room is a rectangle (48’ across by 34’ deep by 10’ tall) with Commissioners sitting at the elevated dais in front of the long wall (across), presenters’ desks facing the Commissioners spanning the length of the dais, and the audience behind presenters from one side to the other to the back long wall (across).
Previous open meetings held in the Commissioners’ Hearing Room may be viewed here, under the “broadcast”, “view meeting”, button, and may provide additional information regarding the room layout.
https://www.puc.texas.gov/agency/calendar/openmeetings/
Planned dedicated area for AV operators.
Response: There is a dedicated production room next to the Commissioners’ Hearing Room (rectangle 8’ by 12’), with an entrance off the main hallway. There is not a line of site from the room into the Commissioners’ Hearing Room. The room currently has a rack, desk, current vendors’ equipment, and a dedicated Spectrum internet connection.
Electrical capacities and availability for external system installations
Response: There is a vendor in place currently, and current electrical capacities for equipment, microphones, cameras, and speakers should be sufficient. External system installations are possible and will need to be coordinated with the PUCT’s Facilities Coordinator and with oversight from the Texas Facilities Commission.
b. Must this system remain installed in the building while the contract is operational? Will there be any moments where it would have to be torn down and rebuilt?
Response: Yes, the system must remain installed in the building while the contract is active. The system should not be torn down and rebuilt.

2) Remote/Mobile Broadcast Expectations
a. Are there predetermined venues for these hearings?
If so can the above details also be provided?
Response: If a remote/mobile venue is required, the Contractor will be provided reasonable notice. Generally, remote/mobile broadcasts are not at predetermined venues, and the place/time of a meeting or hearing could vary depending upon Commissioners’ directives or agency need. The Contractor must be flexible in accommodating remote/mobile venues.
b. What geographic area, outside of Austin, TX, should we plan to include in our proposal?
Response: In the last three years, only one meeting has been broadcast outside Austin, and that was in Houston. However, the place/time of a meeting or hearing could vary depending upon Commissioners’ directives or agency need. The Contractor must be flexible in accommodating remote/mobile venues.
c. Are there any known power constraints for these remote locations that we should assume for this proposal?
Response: There are no known power constraints for potential remote locations. The Contractor will be allowed to participate in touring potential locations with PUCT staff prior to the remote meeting or hearing.
d. Is there an expectation to deploy a completely separate system remotely while keeping the current system intact in the Commissioners' Hearing Room?
Response: The Contractor may borrow equipment from the Commissioners’ Hearing Room for remote broadcasts if doing so does not interfere with any planned/scheduled meetings in the Commissioners’ Hearing Room.
3) Streaming/Hosting Preferences
a. Does PUCT have a known preferred hosting environment for broadcasts and archival?
Response: The only requirement is the hosting environment must be based in the United States.
4) Interactive Agenda Integration
Can the Commission provide more detail on how the agenda data is currently generated and if integration with existing systems is expected?
Response: Agendas are developed and published ahead of the meeting or hearing based on Open Meeting (Texas Government Code Chapter 551) requirements. The Contractor would need to download the agenda and display it as a part of the broadcast and implement a pointer as each agenda item is being discussed; label items as consented; and label items not discussed. There is not an integration with an existing system.
5) Captioning Requirements
a. Are there specific accessibility standards that captioning services must meet?
Response: Contractor must comply with the requirements of the Americans With Disabilities Act (ADA) and its implementing regulations, as may be amended from time to time, including Section 508 of the Rehabilitation Act (29 U.S.C. § 794d) and the standards set forth in 1 Texas Administrative Code Chapters 206 and 213, as they relate to electronic information resources provided by the Contractor to the PUCT or on behalf of the PUCT.
b. Is there a standard look the Commission expects to see overlaid on the video?
Response: The Contractor may choose how to provide the required services so long as all requirements of the ADA and its implementing regulations, as may be amended from time to time, including Section 508 of the Rehabilitation Act (29 U.S.C. § 794d) and the standards set forth in 1 Texas Administrative Code Chapters 206 and 213 are met.
6) Reporting Expectations
a. Beyond the listed monthly reporting requirements, are there preferred formats, dashboards or KPIs that the Commission finds most valuable?
Response: Beyond monthly reporting, the PUCT is open to suggested formats or dashboards presenting the KPIs of how many live viewers there were for a meeting and a rolling total of how many times the recording has been watched.
7) Billing & Collection Process
a. Could you clarify whether historical processes or templates exist for billing regulated entities, and if coordination with the PUCT is required beyond invoice approval?
Response: The Commission, through Commission Order, determines the invoice amounts the Contractor may bill each utility. Before the Contractor distributes the invoices to the utilities, PUCT Staff will review the invoices for correct billing amounts per utility by comparing the invoice against the approved Commission order. Additionally, PUCT Staff will assist the Contractor with contact information for the utilities to be invoiced, if needed.
8) Service Reliability
a. Given the requirement for 100% availability during meetings, are there specific expectations or benchmarks the Commission uses to evaluate redundancy and failover strategies?
Response: Expectations are that redundancy and failover strategies must happen within a short recess of the meeting or hearing, within a span of 10-15 minutes. The meeting or hearing may not continue until the broadcast is available. All broadcasts must be recorded and made available in their entirety for public consumption. The PUCT is flexible on the methods proposed to ensure redundancy and failover strategies to meet these goals.
