About this file
This is a Departmental Material Specification (DMS-8200) document issued by the Texas Department of Transportation (TxDOT) Materials and Tests Division governing the manufacture, composition, and testing of traffic paint for use on state projects. The specification establishes requirements for both white and yellow lead-free traffic paint products and outlines the pre-qualification procedures that manufacturers must follow to have their products listed on the Material Producer List (MPL). Producers seeking qualification must submit comprehensive documentation including company information, quality control procedures, on-site personnel qualifications, raw material specifications, and physical samples of one gallon each of yellow and white paint to the TxDOT Materials and Tests Division Laboratory in Austin, Texas. The Department reserves the right to conduct plant audits, inspect manufacturing facilities, sample raw materials and finished products, and perform periodic testing to verify ongoing compliance. Manufacturers must notify the Department a minimum of three working days before scheduled production dates.
The specification establishes strict material requirements based on standard formulas for both white traffic paint (WPT-12) and yellow traffic paint (YPT-12), with detailed compositions specifying approved pigments, acrylic resin emulsions, and miscellaneous additives. Finished products must meet stringent performance criteria including specific gallon weights, viscosity ranges, pH levels, drying times, and minimum one-year shelf life when properly stored. Manufacturers are responsible for all costs associated with materials or production facilities failing to meet specification requirements, while the Department normally bears sampling and testing costs. Pre-qualified products appearing on the MPL require no additional sampling before use unless deemed necessary by the Project Engineer. Producers must maintain annual re-certification samples and quality control documentation for a minimum of one year and submit proof of Buy America compliance where applicable. Disqualification and removal from the MPL may result from product failure, non-compliance with specifications, falsification of documentation, failure to report formulation changes, or inactivity for two years, with a one-year waiting period before re-qualification eligibility.

1. DESCRIPTION
This Specification governs the materials, composition, manufacture, and testing of traffic paint.
2. UNITS OF MEASUREMENTS
The values given in parentheses (if provided) are not standard and may not be exact mathematical conversions. Use each system of units separately. Combining values from the two systems may result in nonconformance with the standard.
3. MATERIAL PRODUCER LIST
The Materials and Tests Division (MTD) maintains the Material Producer List (MPL) of all materials conforming to the requirements of this Specification. Materials appearing on the MPL, entitled “Traffic Paint,” require no further sampling and testing before use, unless deemed necessary by the Project Engineer or
MTD.
The MPLs associated with this DMS include notations that identify products or materials that are pre-certified to comply with Buy America, Gold Star certification. Submit the Department’s “Buy America Certification” Form 2812 found on TxDOT.gov for Gold Star certification. Provide additional form or documentation upon Department request. Submit a new form if material or product Buy America compliance status changes. Build America, Buy America (BABA) compliance status change means anytime the product’s Buy America status, as represented on the MPL, changes. The Department maintains authority for establishing BABA material classifications (iron or steel, manufactured product, construction material, or excluded material).
4. BIDDERS’ AND SUPPLIERS’ REQUIREMENTS
The Department will only purchase or allow on projects those products listed by producer and product code or designation shown on the MPL.
Use of pre-qualified product does not relieve the Contractor of the responsibility to provide product that meets this Specification. The Department may inspect or test material at any time and reject any material that does not meet the specifications.

MATERIALS AND TESTS DIVISION 3 – 9 EFFECTIVE DATE: OCTOBER 2025
5.4.1. Qualification. The Department will list producers meeting the requirements of this Specification on the MPL.
MTD reserves the right to perform additional audits (announced or unannounced) at its discretion for the producer to remain on the MPL.
Report changes in the composition or in the manufacturing process of any material to MTD. Significant changes reported by the producer, as determined by the Director of MTD, may require a re-evaluation of performance. The Department reserves the right to conduct whatever tests it deems necessary to identify a pre-qualified material and determine if there is a change in the composition, manufacturing process, or quality that may affect its durability or performance. Detected changes not reported to the Department may be grounds for removal from the MPL. In case of variance, the Department’s tests will govern.
Producers listed on the MPL must annually attain and submit the following in order to maintain approval status:
a re-qualification sample, if no sample has been tested in the year since initial qualification or in any subsequent year thereafter; and the QC data associated with the re-qualification sample.
Failure to attain and provide the above may result in the removal from the MPL.
5.4.2. Failure. Producers not qualified under this Specification may not furnish materials for use on Department projects.
Producers failing to qualify may submit a request for re-evaluation after 6 mo. have elapsed from the date of the original request. MTD may modify this time limit at its discretion. In the request for re-evaluation, document the cause of the issue and corrective action taken. If the producer was rejected for not meeting material requirements, provide a test report showing that all materials meet the requirements of this Specification. The Department reserves the right to perform any or all tests specified as a check on the tests reported by the producer. In the case of any variance, the Department’s tests will govern.
The Department normally bears the costs of sampling, testing, and inspection; however, the producer will bear the costs associated with materials or production facilities failing to conform to the requirements of this Specification. The Director of MTD will assess this cost at the time of testing.
MTD must receive a cashier’s check made payable to the “TxDOT Fund” before scheduling a replacement batch or new paints for inspection and manufacture. The producer may be required to reimburse the Department for the cost of storage and handling of paints failing to meet specification requirements.
5.5. Inspection and Testing. The Department reserves the right to periodically perform additional plant audits (announced or unannounced) and evaluate the performance of materials at its discretion. MTD will select random samples from materials submitted to the Department on contracts or direct State purchase orders.
Failure of production facilities or materials to comply with the requirements of this Specification as a result of periodic evaluation may be cause for removal of those producers from the MPL. In case of variance, the Department’s tests will govern.
Notify MTD a minimum of 3 working days before the scheduled date of production.
5.6. Disqualification. Causes for disqualification and removal from the MPL may include, but are not limited to:
product or production facility fails to meet the requirements of this Specification, product does not perform as required in storage and use, falsification of documentation, producer fails to report any change in the formulation or production process of the material to MTD, producer has unpaid charges for failing samples, MATERIALS AND TESTS DIVISION 4 – 9 EFFECTIVE DATE: OCTOBER 2025 producer fails to submit the annual re-certification sample and documentation, finished product does not meet specified shelf life, producer has not supplied traffic paint to Department projects or contracts for 2 yr., or producer fails to notify MTD a minimum of 3 working days before the scheduled date of production.
MTD will remove disqualified producers from the MPL and will not allow submission of material for re-qualification for 1 yr., at the discretion of the Department.
5.7. Re-Qualification. Once the disqualification period established by MTD has elapsed, producers disqualified and removed from the MPL may begin the re-qualification process by submitting a request in accordance with Section 5.1., “Pre-Qualification Request,” including additional documentation identifying the cause of the problem and corrective action taken. The re-qualification process will then follow all subsequent Sections of Article 5., “Pre-Qualification Procedure.”
The Department normally bears the costs of sampling and testing; however, the disqualified producer will bear the costs associated with re-qualification. The Director of MTD will assess this cost at the time of re-evaluation, and amounts due will be billed to the producer.
6. QC AND PRODUCTION PROCEDURES
The producer has the discretion of the manufacturing procedures unless otherwise specified. The producer is responsible for ensuring that the proposed raw materials and manufacturing procedure produce a product meeting the Specification requirements. Submit and maintain the following plant-specific written QC and production procedures for acceptance that include the following, at minimum, to ensure product compliance with Department Specifications.
Procedures for verification of raw material quality.
