About this file

This is a submission instructions document issued by the Texas Department of Criminal Justice (TDCJ) in September 2025, outlining the procedural requirements for respondents participating in a state procurement opportunity. Submissions must be made electronically through the Euna Procurement (Bonfire) portal at https://tdcj.bonfirehub.com, with respondents required to register prior to access. The portal is compatible with Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled. Respondents are advised to allow at least one business day for uploading large files to account for varying file sizes and internet speeds. All submissions must be uploaded, submitted, and finalized before the posted due date, after which all responses are deemed final, conclusive, and irrevocable with no amendments or corrections permitted. Questions or requests for additional information regarding solicitation specifications must be submitted through the electronic bid system by dates specified in the solicitation, and all amendments are issued via public notice through the same system, with respondents responsible for monitoring and obtaining applicable amendments.

The document specifies that respondents may withdraw and resubmit responses at any time prior to the advertised due date and time, and emphasizes that successful submission before the deadline is the sole responsibility of the respondent's organization. Upon completion of final submission, respondents should verify receipt of a "Submission Complete" status notification from Euna Procurement and review submitted documents for accuracy, as no changes may be made after the close date. Technical support for the Bonfire portal is available through email at support.bonfire@eunasolutions.com or via the Euna Procurement Vendor Knowledgebase at https://customer.eunasolutions.com/public/s/knowledge-base/bonfire-hub.

Submission Instructions and Information

1. Submissions must be submitted electronically via the Euna Procurement (Bonfire) portal.

Respondents must register at https://tdcj.bonfirehub.com to access the portal, which supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled.

Submissions must be uploaded, submitted, and finalized before the posted due date. Uploading large files may take time, depending on the size and internet speed, so it is strongly recommended that vendors allow at least one business day to complete the process.

2. Any requests or questions for additional information pertaining to the solicitation specifications shall be submitted through the electronic bid system. Requests or questions must be submitted by dates indicated on the solicitation.

3. All amendments will be issued via Public Notice on the electronic bid system. It is the respondent's responsibility to obtain any amendment that pertains to a solicitation. Please check regularly for any posted amendments.

4. If a respondent requests to withdraw a response, the respondent may resubmit, or submit a new response, up until the advertised due date and time. All responses in the possession of the TDCJ at the due date and time shall be deemed final, conclusive, and irrevocable, and no proposal shall be subject to amendment or correction after the due date and time for submission.

Submission

It is recommended that once you have completed your final submission and received a notice status of “Submission Complete” from Euna Procurement, you access your account again and review the documents to verify that the correct content has been provided. Once the close date has passed, you will not have an opportunity to change any of the submitted documents.

All responses must be SUCCESSFULLY submitted before the due date and time regardless of your organization's ability to submit responses online. It is the respondent's sole responsibility to ensure that response documents successfully arrive before the due date and time.
