About this file
This is an Addendum to a Solicitation issued by the Texas Department of Public Safety (DPS) for the procurement of one Peterbilt 537 wrecker truck with a Jerr-Dan 8.5-ton 24-foot carrier wrecker body or equivalent specification. The vehicle must be equipped with a Paccar PX-9 370-horsepower engine meeting 2024 emissions standards, an Allison 3000 RDS-P Generation 6 transmission, dual axles with specified weight capacities, a 24-foot by 102-inch steel deck with removable tubular rails, a 10,000-pound wireless remote-controlled winch, wheel lift with ball hitch plate, integrated tool storage, and comprehensive cab amenities including heated premium air-ride seats, motorized aero rear-view mirrors, keyless entry, and a Whelen brand lightbar with air horns. The wrecker must include global telematics hardware and anti-lock braking systems. Written questions must be submitted by April 20, 2026, at 5:00 PM Central Time, with responses anticipated by April 22, 2026. Bids must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room no later than April 30, 2026, at 5:00 PM Central Time. The anticipated contract award date is May 8, 2026. The contract term is one year from the effective date, with DPS reserving the right to extend performance for an additional six-month period. Delivery is required to DPS headquarters at 5710 Guadalupe, Austin, Texas 78752, and bidders must be located within Texas for warranty and service purposes.
Bids will be evaluated using a best value standard, and DPS may reject all bids or accept other than the lowest price based on past performance metrics including vendor performance tracking system scores, corrective action plans, and purchase order cancellation history. All bidders must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan as a mandatory requirement, though self-performance of the entire contract with internal resources is permitted; failure to include the complete plan results in bid rejection. Bidders must provide comprehensive financial documentation demonstrating solvency and capability, including audited financial statements for the prior two years, Dun & Bradstreet reports, or detailed financial stability statements, and selected contractors must submit updated financial rating information within 120 days after their fiscal year end. All required administrative documentation must accompany the bid submission, including the Application for Texas Identification Number (AP-152), Federal Form W-9, a Direct Deposit Authorization Form (74-176) if applicable, the Information and Certifications Form, and proof of appropriate industry-standard insurance coverage for the contract duration. Bids remain valid for 180 days after the solicitation opening. The contract is non-exclusive with no guaranteed minimum compensation, and the specific dollar value or budget range for this procurement is not listed in the solicitation documents.
