About this file

This is Amendment No. 1 to a solicitation issued by the Texas Department of Criminal Justice (TDCJ) for the procurement of HVAC condenser coils at the Wynne Unit facility. The amendment revises the bid opening date from May 11, 2026, at 3:00 PM to May 12, 2026, at 3:00 PM and provides clarifications to twenty-one bidder questions regarding the project scope. The project involves replacement of hot water and steam condenser coils for multiple units located in the Chow Hall and Kitchen areas of the facility. Key technical clarifications include confirmation that the coils are not for chillers or DX systems, that multiple units require replacement, that only deemed replaceable coils will be replaced, and that the coils have twelve rows per the site visit conducted. Bidders must acknowledge receipt of this amendment in their bid submission, or the bid may not receive consideration.

The amendment addresses specifications including coil tube and fin composition, connections, and header configuration, with the procurement noting that certain detailed information will be provided to the awarded vendor following contract award. The amendment clarifies that no vendor installation, system testing, or startup work is required and that there is no refrigerant involved in this project. The TDCJ did not permit photographs or images during the site visit, therefore bidders must rely on the site visit itself and solicitation documentation for technical specifications. Bidders are required to register with TDCJ to receive all solicitation amendments and must monitor the Electronic State Business Daily for updates. The procurement includes HUB Subcontracting Plan requirements mandating participation of minority-owned, women-owned, and service-disabled veteran-owned enterprises with documented good faith outreach efforts and regular compliance reporting.
