About this file
This Invitation for Bid (IFB) is issued by the Texas Parks and Wildlife Department (TPWD) for the procurement of five complete 21 to 23-foot fiberglass boat packages, each including a 250-horsepower outboard motor and trailer, for the agency's Law Enforcement Division. The specification document, dated April 2026, outlines detailed requirements for boats meeting 33 CFR and ABYC standards with specific dimensions, fuel capacity, navigation equipment, and construction materials. Bids are due by 2:00 PM Central Standard Time on April 23, 2026, and must be submitted to TPWD's Purchasing Department via email at Purchasing.bidbox@tpwd.texas.gov or by mail to the purchasing office in Austin, Texas. The solicitation includes optional accessory items such as T-tops, electronics packages, VHF radios, spotlights, and specialized law enforcement equipment that may be awarded based on funding availability. Five boat packages are to be delivered to separate TPWD Law Enforcement Regional offices located in San Angelo, Port Arthur, Tyler, San Antonio, and Lubbock, Texas. A predelivery inspection at the vendor's facility is required prior to final delivery to verify compliance with all specifications, with TPWD covering initial inspection travel costs. The contract commences upon issuance and expires upon delivery, inspection, and final acceptance by TPWD.
Bidders must quote FOB destination with freight prepaid and included in all pricing. The solicitation requires respondents to be actively licensed marine dealers, manufacturers, or authorized distributors of the specific boat make and model being quoted, with documentation of authorization required for distributors. Delivery is quoted as line items for each of the five regional locations, with respondents expected to specify delivery timeframes in calendar days after receipt of order. TPWD reserves the right to pick up boat and trailer packages to save freight charges if the vendor is located in close proximity to delivery locations. Award will be made on a best-value basis considering price, vendor qualifications, experience, delivery schedule, and past performance. The General Terms and Conditions of October 2025 apply to any resulting contract, including standard provisions for payment within 30 days of invoice receipt, compliance with state and federal laws, indemnification, and termination rights. No incumbent information is indicated, and the solicitation includes numerous statutory certifications required by Texas Government Code, including prohibitions on boycotts of Israel and energy companies, compliance with E-Verify employment verification, and adherence to cybersecurity and data management standards.
