About this file

This Addendum 01 modifies the Invitation for Bid (IFB) No. 802-26-73518 issued by the Texas Parks and Wildlife Department (TPWD) Law Enforcement Division for the procurement of two 25-foot fiberglass boat packages with associated equipment and delivery services. Each package consists of one 25-foot fiberglass mono-hull boat meeting federal regulations under 33 CFR Part 183, one 300-horsepower outboard motor with electronic fuel injection and minimum 3-star California Air Resource Board rating, and one aluminum boat trailer with tandem axles and LED lighting compliant with Texas Department of Transportation standards. The boats must feature specific hull construction with minimum 60-gallon fuel capacity, battery systems, navigation lights, bilge pumps, center console configurations, and commercial-grade keel guards. Optional accessory items including cup holders, T-tops, lighting equipment, electronics packages, VHF radios, and power pole blades may be awarded based on fund availability and best value determination. One boat package shall be delivered to TPWD Law Enforcement Region 4 in College Station, Texas, and one to Region 6 in Lubbick, Texas, with all equipment delivered fully assembled as single units with manufacturer's standard warranty coverage. Bids are due by 2:00 PM Central Standard Time on April 22, 2026, and responses are binding for 60 business days from the bid due date.

Evaluation will be based on best value considering lowest price, qualifications, experience, delivery schedule, and past performance, with unit prices governing in event of extension errors and shipping quoted F.O.B. destination with freight prepaid. TPWD will only award contracts to actively licensed marine dealers, manufacturers, or manufacturers' authorized distributors, with documentation of authorization required if applicable. A pre-delivery inspection is required at the awarded vendor's facility, with TPWD covering initial inspection travel costs and the vendor responsible for any additional inspection visits. Payment will be made within 30 days of receipt of properly prepared invoices and acceptance of goods. No set-aside designations for disadvantaged enterprises are mentioned in the procurement documentation, and no specific budget range or award value is listed, though award decisions will consider best value and overall fund availability. TPWD reserves broad discretion to reject any or all bids and may award optional accessories based on available funding at the time of award.

ADDENDUM

Addendum Number: 0# Date: 4/20/2026 Solicitation Number: 802-26-73518 Solicitation Title: 25 ft. Boat, Motor, Trailer Packages Due Date/Deadline: April 22, 2026; 2:00PM Purchaser: Allye Potter

PURPOSE OF ADDENDUM: CLARIFICATIONS

Except as provided herein, all Terms and Conditions of the document referenced herein, remain unchanged and in full force and effect. The following are specifications to this solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.

Questions and Answers

1. Question: The solicitation specifies a maximum draft of 14 inches. Can TPWD confirm whether a vessel with a draft of approximately 15 inches, but otherwise meeting or exceeding all other performance, durability, and outfitting requirements, would be considered acceptable?

Answer: TPWD is seeking a vessel with a maximum draft of 14 inches and will not accept a deeper draft.

2. Question: The current specifications in Section 4.1.14 (a) state that the boat hull shall be constructed of composite materials or wood. Our company is interested in submitting a bid; however, we would like to inquire if the Texas Parks and Wildlife Department (TPWD) will accept an equivalent boat with an aluminum hull instead of fiberglass.

Answer: TPWD is NOT seeking an aluminum hulled vessel and will not accept it as an equivalent to fiberglass.

3. Question: If we propose a fiber glass vessel, will you accept our proposal from a different manufacturer with all required specifications met?

Answer: TPWD will award the Respondent whose bid is responsive and deemed to be the Best Value.

Respondents are to acknowledge receipt of the Addendum and return a signed copy with proposal submission.

I acknowledge receipt of the Addendum.
