Summary of RFQ FY26006: Insurance Broker Services
This is a Request for Qualifications (RFQ) issued by Workforce Solutions Borderplex, Inc., a regional nonprofit workforce development board serving six counties in west Texas (El Paso, Hudspeth, Culberson, Jeff Davis, Presidio, and Brewster) under the oversight of the Texas Workforce Commission. The RFQ solicits qualified, licensed insurance brokerage firms to provide comprehensive professional insurance brokerage and advisory services, including risk assessment, policy placement, carrier negotiations, claims coordination, and ongoing risk management support. Required services encompass review of existing insurance programs, identification of coverage gaps, marketing and placement of coverage with reputable carriers, and provision of lines including general liability, property, workers' compensation, automobile liability, professional/errors and omissions liability, and cyber liability. The RFQ was released on April 6, 2026, with a question deadline of April 15, 2026, answers posted April 21, 2026, and submittals due by 3:00 p.m. Mountain Standard Time on April 29, 2026 through the BonFire electronic portal. The anticipated contract start date is May 27, 2026. No in-person bidders conference is specified. The initial contract term is twelve months, with WSB retaining the option to renew for up to four additional one-year periods, with total contract duration not to exceed sixty months, contingent upon satisfactory performance, continued need, and funding availability.
Pricing and compensation will be negotiated based on the scope of services and may be structured as commission-based, fee-based, or other mutually agreed-upon arrangements appropriate for professional insurance brokerage services; cost is not the primary evaluation factor. Respondents must be licensed insurance brokers with a minimum of five years' experience serving public agencies or nonprofit organizations and must demonstrate established carrier relationships and responsive customer service capabilities. The RFQ provides preference points for firms certified under the Texas Veteran Heroes United in Business (VetHUB) Program, with five tie-breaker points awarded to certified VetHUB vendors. Evaluation will be conducted using a standardized scoring instrument across six criteria: Firm Experience and Qualifications (30 points), Insurance Market Access and Carrier Relationships (20 points), Qualifications of Key Personnel (20 points), Service and Claims Support Approach (15 points), Compensation Transparency (10 points), and Responsiveness and Completeness (5 points) for a total of 100 points. Respondents must maintain professional liability/errors and omissions insurance of $1,000,000 per claim and $2,000,000 aggregate and provide commercial general liability insurance of $500,000 per occurrence/$1,000,000 aggregate. The RFQ is subject to federal Uniform Guidance requirements and Texas Workforce Commission regulations, with funding contingent upon receipt of sufficient resources from TWC and other sources.

The Hearing Officer may recommend to WSB's Chief Executive Officer any appropriate actions permitted under the program's funding source rules and regulations, and consistent with WSB's Procurement Policies, to resolve the issue. Workforce Solutions Borderplex (WSB) will evaluate Statements of Qualifications submitted in response to this Request for Qualifications (RFQ) to identify one or more Respondents whose qualifications, experience, capacity, and demonstrated performance are most advantageous to WSB.
Selection will be based on the Respondent's demonstrated ability to successfully perform the services described in this RFQ. Cost may be requested for informational purposes, if applicable, but is not the sole or primary factor in the evaluation of qualifications.
This RFQ may result in the selection of one or more qualified Respondents. Selection does not guarantee a contract award. WSB reserves the right to negotiate contracts, issue task orders, or release subsequent solicitations among qualified Respondents, as needed.
Responses to the evaluation questions will be grouped and scored under the evaluation criteria listed above. Individual question scores will be aggregated to determine the total score for each evaluation area
Evaluation Area Maximum Points Firm Experience and Qualifications 30 Insurance Market Access and Carrier Relationships 20 Qualifications of Key Personnel 20 Service and Claims Support Approach 15 Compensation Transparency 10 Responsiveness and Completeness 5 Total 100

Submission Requirements
Each Respondent must submit a complete Statement of Qualifications that addresses all required sections of this RFQ and includes all required forms and documentation. Failure to submit a complete response may result in disqualification.
Non-Responsive Submittals
A submission may be deemed non-responsive and removed from further consideration for, but not limited to, the following reasons:
• Failure to follow the prescribed format or submission instructions.
• Failure to sign and submit the Cover Sheet and/or required Assurances and Certifications.
• Failure to include one or more required attachments or documents specified in this RFQ.

A Respondent that is certified as a VetHUB business at the time of solicitation closing—and that has provided:
Its VetHUB Certification Number on the Cover Sheet; and
A copy of the current VetHUB Certificate, issued by the Texas Comptroller of Public Accounts, will be awarded five (5) tie-breaker points. Certification status will be verified through the State of Texas VetHUB directory. The VetHUB preference is applied solely as a tie-breaker and does not guarantee an award.
The tie-breaker points will not be added to the Respondent's total evaluation score and will be used solely for the purpose of resolving a tie between two or more otherwise equally scored submissions.
If a tie persists after application of the VetHUB tie-breaker, Workforce Solutions Borderplex will apply the solicitation's stated award methodology (e.g., best value or lowest responsive and responsible, as applicable) to determine the final award.
