About this file

This document contains official responses to questions submitted by potential respondents regarding Request for Offers (RFO) 304-26-1181KG issued by the Texas Comptroller of Public Accounts (CPA) for Articulate 360 Teams Software with AI Assistant capabilities. The RFO seeks 31 subscription licenses to support training development needs across multiple CPA divisions, including Statewide Procurement, Property Tax, Information Security, Enforcement, and Fiscal Management. The contract will commence on April 23, 2026, for an initial one-year term through April 22, 2027, with two optional one-year renewal periods available. Questions were due by April 3, 2026, with official responses released on April 8, 2026, and all offers must be submitted electronically by April 15, 2026, at 2:00 p.m. Central Time. The CPA will evaluate offers using a Best Value Standard methodology weighted at 20 percent for past performance and qualifications, 40 percent for compliance with specifications, and 40 percent for cost.

This procurement represents a renewal of the CPA's existing Articulate 360 Teams subscription, indicating an incumbent vendor relationship. The successful vendor must provide comprehensive software subscriptions including maintenance, technical support, and hosting services on an annual basis, along with extensive cybersecurity capabilities including encryption standards, data safeguarding, and 24-hour security incident notification. The contract includes a mandatory Veteran Heroes United in Business (VetHUB) Subcontracting Plan requirement establishing set-aside opportunities in software application and course development services for HUB-certified entities. The successful respondent must maintain employee dishonesty bonds of at least $25,000 per individual, workers compensation insurance, commercial general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, and professional liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate. The contract will be subject to Texas law with venue in Travis County.
