About this file

This is a specifications attachment for a solicitation issued by the Texas Commission on Environmental Quality (TCEQ) for the procurement of an ion flow tube mass spectrometer (SIFT-MS) system. The SIFT-MS will be integrated into a mobile monitoring platform operated by the Mobile Monitoring Team to conduct real-time air quality analysis during planned projects and emergency response operations. The equipment must analyze volatile organic compounds, semi-volatile organic compounds, inorganic compounds, and simultaneously detect polar, non-polar, thermally labile, and reactive compounds using eight specified reagent ions. The system must achieve a mass range of 10 to 400 atomic mass units with unit mass resolution, a response time under 100 milliseconds, a detection limit below 20 parts per trillion by volume for VOCs, and accuracy within plus or minus five percent in the parts per billion by volume range. Additional operational requirements include a dynamic measurement range exceeding six orders of magnitude, operating temperature range of 10 to 30 degrees Celsius, ambient humidity tolerance of 5 to 95 percent non-condensing, online remote control capability, and physical dimensions not exceeding 0.906 meters by 0.755 meters by 0.957 meters with a maximum weight of 230 kilograms.

The bid must include all components for installation with calibrant gas, a 230-volt uninterruptible power supply, nitrogen carrier gas configuration, a three-port auto-validation inlet, and semi-annual and annual maintenance support with eight-reagent ion inclusive coverage for two years post-installation. All equipment must be new, of current production, and include manufacturer standard parts and accessories with warranties assigned to TCEQ. A minimum one-year warranty covering system, parts, and labor is required from the date of acceptance. Testing upon receipt will not exceed 45 calendar days, with vendors responsible for return shipping costs if materials fail testing. Payment will be made within 30 calendar days after successful testing and TCEQ acceptance, with invoices submitted only after acceptance. The vendor must provide comprehensive technical support to TCEQ staff for all installed equipment and features, with the system requiring compatibility with existing data visualization software through TCP/IP, XML, CSV, text format, and WITS format outputs.

Attachment A Specifications for Ion Flow Tube Mass Spectrometers

Description: The selected ion flow tube mass spectrometer (SIFT-MS) will be used by the Mobile Monitoring Team (MMT) to monitor air quality in a mobile monitoring platform for planned projects and emergency response. The SIFT-MS must meet the following specifications as it will be mounted in a cargo van with other air monitoring instrumentation.

MINIMUM GENERAL SPECIFICATIONS

1. The SIFT-MS should be able to analyze the following classes of compounds in real time as the MMT is required to monitor these types of compounds while in motion:

a) Volatile organic compounds (VOCs)

b) Semi-volatile organic compounds

c) Inorganic compounds

d) Simultaneous analysis of polar, non-polar, thermally labile, and reactive compounds

2. The SIFT-MS must operate using the following reagent ions, sourced from deionized water to provide analysis for the full suite of compounds needed by the MMT: H3O+, NO+, O2

+, OH-, O-, O2

-, NO2

-, NO3

3. The SIFT-MS should be able to reach at a minimum a mass range of 10 – 400 atomic mass units to provide analysis for the large library of compounds needed by the MMT

4. The SIFT-MS must have a unit mass resolution throughout the measurement range to accurately differentiate between compounds with similar masses

5. The SIFT-MS at a minimum should have a response time less than 100 milliseconds to allow for mobile air monitoring with the instrument in a van

6. The SIFT-MS must have a lower detection limit of less than 20 parts per trillion by volume for VOCs to meet detection limit requirements

7. The SIFT-MS must be accurate to plus or minus five percent (%) in the parts per billion by volume range to meet accuracy requirements

8. The SIFT-MS must have a dynamic and linear measurement range greater than six orders of magnitude to accurately detect a wide range of concentrations in ambient air

9. The SIFT-MS must have the following data outputs to be compatible with existing MMT data visualization software

a) TCP/IP

b) Native XML format

c) CSV generic spreadsheet format

d) Text format system information and raw data

e) Wellsite Information Transfer Specification (WITS) format

10. The SIFT-MS must have data collection software to collect raw data files to ensure data integrity

11. The SIFT-MS must have an operating temperature from 10 – 30 degrees Celsius (°C) to be operate in the temperature maintained in the mobile monitoring vans

12. The SIFT-MS must operate with five to 95% ambient humidity (non-condensing) as the instrument needs to operate in low and high humidity regions throughout Texas

13. The SIFT-MS must have online control for use in remote sites to allow for remote monitoring to ensure staff safety and to allow the vendor to provide remote troubleshooting while in the field to ensure equipment readiness for emergency response

14. The SIFT-MS dimensions must not exceed 0.906 meters (m) x 0.755 m x 0.957 m as it will be installed with other air monitoring equipment in a mobile monitoring van with limited space

Solicitation Number: 582-26-15346

15. The SIFT-MS weight must not exceed 230 kilograms as it will be installed with other air monitoring equipment in the mobile monitoring van and cannot exceed the vehicle payload limit

16. The SIFT-MS must include mounting hardware for a fixed location to allow for safe operation of the mobile monitoring van without the danger of the instrument shifting while in motion

17. The SIFT-MS must operate with 220-240 AC voltage, 50-60 Hertz, 1.4 kilo-volt-ampere to be compatible with power limitations in the mobile monitoring vans

18. The SIFT-MS must include all parts and labor for installation, including calibrant gas and a 230 volt, 50- 60hertz, three kilo-volt amperes sinewave uninterruptible power supply, and configured to use a nitrogen carrier gas.

19. The SIFT-MS must include a three-port auto-validation inlet to enable automated switching between three sample streams.
