About this file
This is a Scope of Work document for Texas State Technical College (TSTC) requesting proposals for a cloud-based Flight Scheduling System to replace the existing solution for the Aircraft Pilot Training (APT) program. The project aims to enhance operational efficiency, improve data management, and ensure compliance with FAA Part 141 regulations. The system must include core functionality such as aircraft-type scheduling with 15-minute time blocks, import capabilities for Training Course Outlines and maintenance records, maintenance inspection tracking, customizable reporting, student dashboards, mobile responsiveness for iOS and Android devices, and a squawk system for aircraft discrepancies. Technical requirements mandate a cloud-based hosted solution with Active TX-RAMP Level 1 or Level 2 certification from the Texas Department of Information Resources, secure data storage and transmission, regular automated backups, and integrations with Workday (required) and Canvas (preferred). The project includes complete data migration from the current system, comprehensive training for administrative users, faculty, and staff, and implementation phases spanning system setup, data migration, integration, user acceptance testing, training delivery, and go-live support.
The proposal evaluation will be scored across six criteria: Solution Capabilities (30 points), Integration and Compatibility (20 points), Performance, Scalability and Reliability (20 points), Implementation Plan (10 points), Cost-effectiveness and Pricing (15 points), and History of Support for Texas Institutions of Higher Education (5 points). Suppliers must provide itemized pricing detailing transaction fees, monthly and annual service fees, setup and integration costs, and any additional compliance or security fees. The proposal must demonstrate how the solution meets FAA requirements, includes documentation of APIs and integration protocols, presents performance benchmarks and scalability testing results, outlines a clear implementation timeline with milestones and resource requirements, and provides evidence of prior support for Texas higher education institutions through sponsorships, grants, donations, internships, or apprenticeships. All deliverables include a fully functional system, comprehensive documentation, training materials, user guides, administrative manuals, data migration services, and post-implementation technical support.
