About this file
This is a vendor information exhibit for the Texas Department of Public Safety (DPS) Online Bid Room, which outlines the optional electronic submission process for state solicitation responses. The document provides guidance for vendors interested in submitting bids through the DPS Online Bid Room platform rather than alternative submission methods. Vendors must register as users on the platform before accessing and responding to solicitation opportunities. The registration process requires completion at https://texasdps.appianportalsgov.com/vendor-management and may take up to two business days to receive login credentials via email. Prospective bidders are strongly advised to allow sufficient time for the registration process to ensure submission before the response due date, as late submissions are not accepted. The solicitation package will specify the required form and method of delivery, and failure to adhere to these requirements may result in disqualification.
The document emphasizes that use of the DPS Online Bid Room is entirely optional and does not exempt vendors from any terms, conditions, affirmations, or other requirements contained in the solicitation package. All solicitation responses submitted through the platform will receive automatic submission confirmation through the system, eliminating the need for additional confirmation of receipt. The document includes links to vendor resources including an online tutorial, vendor user guide, frequently asked questions, and contact information for technical support. Notably, the DPS specifically states that technical difficulties arising from optional use of the Online Bid Room do not constitute sufficient grounds for protesting a contract award.
