About this file

This is a Request for Proposal (RFP) issued by Texas State Technical College (TSTC), a two-year institution of higher education with 11 campuses across Texas. TSTC seeks proposals from qualified suppliers to provide a comprehensive, cloud-based Utility Management solution and services designed to centralize utility data, automate bill validation and audits, detect anomalies in near real-time, and support reporting, compliance, and cost optimization across all campuses. The solution must integrate with TSTC's Enterprise Resource Planning (ERP) system and include robust security features, role-based access controls, dedicated account management, training, and ongoing support. The RFP was opened on March 17, 2026, at 1:30 PM CDT and closes on April 7, 2026, at 2:00 PM CDT. TSTC reserves the right to conduct demo/interviews to assess qualified candidates and determine the best fit for the college; the time and date will be determined at a later time. The contract is valid for an initial period of 2 years with the option to extend for three additional one-year terms.

The anticipated contract value does not exceed $100,000, and TSTC will not require submission of a Subcontracting Plan. Pricing is fixed for the first two years, and any increases in the annual percentage rate during renewal periods must receive prior written approval from TSTC. Payment methods preferred by TSTC include Electronic Funds Transfers (EFT), including ACH, Wire Transfer, Virtual Card, and Check; however, TSTC reserves the right to select the most efficient payment method at time of payment. Significant mandatory security requirements must be met, including SSL/TLS encryption sitewide, granular role-based access controls, full logging and auditing capabilities, compliance with Texas state data security standards, and support for RSA SecurID identity and access management with Single Sign-On (SSO) and Multi-Factor Authentication (MFA) capabilities. Cloud-based solutions must hold active TX-RAMP certification to be deemed responsive. Additionally, proposers must provide current VPAT (Version 2.5Rev) documentation addressing WCAG 2.1 Level AA, Revised Section 508 standards, and Texas Electronic and Information Resource (EIR) accessibility rules, or submit an EIR Accessibility Exception request with justification and remediation timeline.

TSTC Background

Texas State Technical College ("TSTC") is a coeducational two-year institution of higher education offering courses of study in technical vocational education for which there is demand within the State of Texas.

TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees.

Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success.
