About this file

This is Addendum No. 3 to Request for Bids (RFB) No. 26-1377 issued by the Brazos River Authority (BRA) in Texas for the Lake Limestone Park No. 5 Loading Dock and Fishing Pier Project. The addendum revises the bid submission schedule, with sealed bids now due at 10:00 AM on Thursday, June 18, 2026, and public bid opening with virtual broadcast via YouTube at 11:00 AM the same day. The project encompasses design-build services for an approximately 220-foot courtesy loading dock with a 1,200 square-foot pile-supported fixed pier platform and a 300-foot fishing pier as an alternative bid item. Bidders must provide complete pricing based on preliminary design information at time of proposal, with a project schedule of 548 calendar days permitted for submission. The addendum provides a 51-calendar-day extension from the original bid date to allow proposers sufficient time to coordinate with alternate dock manufacturers and complete associated design work.

The addendum clarifies that suppliers and affiliates of Wahoo Docks, the basis-of-design manufacturer, are permitted to submit bids as prime contractors or team members, with the Loading Dock and Fishing Pier System required to be equal to the Wahoo Docks CAT5 System or an approved equal. Alternative dock manufacturers will be considered as substitutes through formal product substitution procedures, provided proposed alternate manufacturer products are submitted by May 19, 2026—21 days prior to the bid date—with no further extensions permitted. The Owner provides geotechnical reports and water depth information for reference only without warranty, placing responsibility on the Designer of Record to conduct necessary geotechnical exploration, hydrographic surveys, and field verification consistent with normal construction practice and conformance to the International Building Code (2021). The addendum directs respondents to Section 14 of RFB 26-1377 regarding contract term redlines and exceptions and references Section 13 of the General Instructions for project schedule submission requirements.

Addendum No. 3 Lake Limestone Park No. 5 Loading Dock and Fishing Pier Project

RFB No. 26-1377

It is the responsibility of the Respondent to assure and guarantee by acknowledging the receipt of this Addendum in the Bid that the Respondent has received the Addendum in its entirety, and that the Respondent accepts all conditions contained herein.

New Submittal Schedule:

Bids are Due: 10:00 AM, Thursday, June 18, 2026

Bids will be opened and read out loud virtually at the link below 11:00 AM Thursday, June 18, 2026 https://youtube.com/live/VRfnbuCN84U?feature=share

Question 1: Will the Authority allow proposers to submit redlines or exceptions to the contract terms and conditions without being deemed non-responsive? If so, please clarify any limitations or required format.

Answer 1: Refer to Section 14 of the RFB 26-1377

Question 2: Are suppliers or affiliates of Wahoo Docks permitted to submit bids as a prime contractor or as part of a proposing team? Given that Wahoo Docks appears to be the basis of design, participation by an affiliated supplier could provide a competitive advantage related to proprietary design familiarity, pricing, and lead times. Please confirm whether any restrictions or conditions apply to ensure a fair procurement process.

Answer 2: Suppliers and affiliates of Wahoo Docks are permitted to submit bids as both prime contractor and proposing team. The Loading Dock and Fishing Pier System shall be equal to Wahoo Docks CAT5 System or approved equal. Contact Brad Miller for pricing and additional information at 866-532-8411 ext. 103 or email: brad@wahoodocks.com.

Question 3: Is the project limited to Wahoo Docks as the basis of design, or will alternative dock manufacturers be considered acceptable provided they meet the performance and specification requirements of the RFP? If alternative systems are permitted, we request consideration of a one (1) month extension to the proposal due date to allow sufficient time to coordinate with a qualified dock manufacturer and complete the associated design.

Answer 3: Alternative dock manufacturers will be considered as a substitute as provided under sections 1.5.3 Product Substitution Procedures and 2.5.1 Manufacturer. An extension of 51 calendar days is provided. The requirements to submit the proposed alternate manufacturer product 21 days prior to bid date remains in effect. Any proposed alternate product received after May 19th, 2026 will not be considered. No further extensions pertaining to alternate manufacturer proposals will be permitted.

Question 4: A geotechnical report has been provided with the RFP. Is this report considered sufficient for design? Or is the Design-Builder expected to perform additional geotechnical exploration and analysis?

Answer 4: The Owner has provided the geotechnical report for informational purposes.

Geotechnical design responsibility will be that of the Designer of Record and not deferred in whole or in part to the Owner or consultant who prepared the geotechnical study. The Designer of Record is responsible for demonstrating conformance to International Building Code (2021) Chapter 18 Soils and Foundations, specifically for meeting the investigation requirements of Section 1803.2 through 1803.5. The Designer of Record may accept the data provided by the Owner as a whole or in part to satisfy the requirements of Section 1803, by written acceptance and inclusion of the data into their own evaluation.

Question 5: The RFP includes a sheet showing water depths. Is this information sufficient for design purposes? Or is the Design-Builder expected to perform a hydrographic survey? If required, please clarify the extent and limits of the survey area.

Answer 5: The Owner provided depth information and other site information for the Contractor to use during the project. This information is for reference only and may not be perfectly accurate.

Before performing work that relies on this information, the Contractor will make reasonable checks of the site (e.g., field measurements or observations) consistent with normal construction practice. The Contractor is not required to perform full hydrographic surveying services to meet any known contract provision but may elect to do so for its own benefit.

Question 6: Will the Owner warrant the accuracy of the provided geotechnical and bathymetric information, or is all risk associated with existing conditions to be borne by the Design-Builder?

Answer 6: With respect to geotechnical information, please refer to the language provided in the general comments section of the report text. The information is provided for informational purposes and no warranties either express or implied are intended or made.

Owner-provided elevation data is supplied for informational purposes only. The Contractor is solely responsible for verifying all elevation information in the field and shall not rely on the Owner’s data without independent confirmation. Any discrepancies discovered shall be reported to the Owner prior to proceeding with the work.

Question 7: Is there an established project budget or target construction value that the Design-Builder should use to guide the development of the design?

Answer 7: The budget can be found at https://brazos.org/about-us/about-the-bra/financial-information/annual-budget

Question 8: The RFP references issuance of work components with associated Guaranteed Maximum Prices (GMPs). Will the Design-Builder be allowed to advance the design (e.g., through conceptual and design development phases) prior to establishing final GMP(s)? Or are proposers expected to provide complete pricing based on preliminary design information at the time of proposal?

Answer 8: Bidders are expected to provide complete pricing based on preliminary design information at the time of submittal.

Question 9: The project schedule included in the RFP appears to be aggressive. Will proposers be allowed to submit a schedule that they consider realistic and achievable while still being deemed responsive? Will the proposed schedule be evaluated as part of the selection criteria, and if so, how will deviations from the RFP baseline schedule be considered?

Answer 9: The project schedule is 548 calendar days. The bidder is allowed to submit a project schedule with the submittal. Refer to Section 13 of the General Instructions to Respondents in the RFB.
