About this file

This Addendum No. 1 document, issued by the Brazos River Authority (BRA) on March 12, 2026, provides revised contract specifications for RFB No. 26-1377 regarding the Lake Limestone Park No. 5 Loading Dock and Fishing Pier Project. The project requires design, fabrication, manufacture, furnish, delivery, installation, testing, and placement of a loading dock and fishing pier including superstructures, fixed pier foundation systems, and ancillary improvements such as lighting, electrical work, and ADA accessibility features. The scope includes preparatory work consisting of detailed pier plans with design calculations sealed by a Professional Engineer registered in Texas, supplemental engineering analysis including hydrographic surveys and geotechnical exploration, and compliance documentation with Texas Accessibility Standards and Texas Department of Licensing and Regulation requirements. The project encompasses approximately 220 feet of courtesy dock with a 1,200 square-foot platform and a 300-foot fishing pier as an alternative bid item, both utilizing pile-supported fixed pier design. The construction phase must be completed by August 30, 2026, with the Notice to Proceed marking the official start date following satisfaction of pre-construction conditions including approval of plans, permits, licenses, final construction schedule, and verification of insurance and bonding requirements.

The contract is structured as two lump-sum bid items with comprehensive pricing for design, mobilization, demobilization, foundation installation, deck structure construction, and project closeout. The manufacturer must be selected from approved vendors with minimum ten years' experience in marina structure design and installation, with Wahoo Docks identified as the primary manufacturer option, though substitutions of equal quality, durability, and performance are permitted through formal substitution procedures. Warranty requirements include five-year limited warranties on manufactured products and twenty-year material limited warranties on decking and exterior coatings. Contractor responsibilities include providing a comprehensive Health and Safety Program, establishing a quality control program, maintaining a Critical Path Method schedule updated monthly, preparing and maintaining a pollution prevention plan, and managing all temporary facilities and environmental controls at no additional cost. Partial payments are restricted to completed work installations only, with payment subject to reduction for defects, claims, schedule submission failures, or payroll violations. The project requires compliance with 2021 International Building Code standards, AISC specifications, ASTM requirements, and applicable federal and state regulations, including OSHA safety standards and U.S. Coast Guard maritime regulations for any barges or overwater equipment utilized during construction.

2. Statement of Work

2.1. Project Description

Lake Limestone Park No. 5 is owned and operated by the Brazos River Authority (BRA). The park is part of Lake Limestone Reservoir which was constructed in 1978. The park includes numerous fixed pier docks providing access to launching boats, fishing, and swimming. The primary courtesy Loading Dock for launching boats has sustained substantial damage over the course of its design life and is due for replacement. A separate fishing dock structure is also proposed as a potential alternative bid item.

The Lake Limestone Park No. 5 Loading Dock and Fishing Pier Project consists of construction of an approximately 220-foot-long courtesy dock adjacent to the existing boat ramp. The courtesy dock will be of pile-supported fixed pier design with a 1,200 square foot platform at the end. A 300-foot-long fishing pier is also proposed as an additional alternative bid item. The fishing pier will also be pile-supported fixed pier design.

2.3. Project Objectives

2.3.1. General Dimensions

Minimum dock dimensions are provided on Drawing SD1, SD2, and SD3. Stated Dimensions may be reduced to accommodate pile foundation penetrations, but in no case shall the minimum clear deck distance be less than 4 feet between piles. Minimum clear travel width should be not less than 5 ft (60 inches) between cleats, bull rails, rings or other mooring hardware mounted along the edges of a boarding float. All mooring hardware should be mounted not more than 6 inches within the boarding float edges.

Finished deck surface and structural member elevations are not specified in this RFB. Due to water level fluctuations, the entire courtesy dock structure will not always provide complete accessibility to the water for its full length. The loading dock elevations shall be finalized during the dock design submittal phase and set based on the following criteria.

a. Accessibility is provided for at least two boats down to the minimum water surface permissible for boat launching.

b. Using historical data, set the main dock elevation to maximize number of days where the dock surface is less than or equal to 3 feet above the water surface.

c. Sections of the dock where the finished deck surface minus water surface is greater than 3 feet shall be considered inaccessible.

d. Main dock elevation shall not be higher than the adjacent bulkhead.

2.3.2. Guard Rails

Guardrails or other safety provisions shall be provided along the edges where the vertical drop to the normal pool exceeds 6 feet. Edges having a primary function other than walks or access ways, such as docking frontage and swimming access shall not require guardrails. Guardrails shall be a minimum of 42 inches high and shall prevent the passage of a 21-inch sphere except where required otherwise required.

Edge protection shall be provided as required by other rules.

2.3.3. Loading Design

Every structure shall be of sufficient strength to support the imposed dead, live, snow, wind, wave, impact and seismic loads that may reasonably be expected to occur during the service life of the structure without exceeding the prescribed stresses for the various materials described elsewhere in this RFB. Adequate consideration shall be made for forces imposed by earth, water, docking and mooring.

Vertical Loads

Dead loads shall consist of the entire weight of the structure, including utilities, gangways, dock boxes, superstructure and other accessories and appurtenances.

Deck surface and structural frame live load shall be equal to 60 PSF applied to the full surface area of the deck.

For design purposes, a 250 lb LPL shall be applied at any point on the boarding…
