About this file

This is a Bid Amendment issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for Solicitation No. IW230152-B, a re-solicitation replacing the previous IW230152-A. The amendment addresses bidder questions and revises the offer opening date from March 24, 2026, to March 31, 2026, at 3:00 p.m. The procurement is for telecommunication parts to be procured as a Blanket Purchase Order rather than a one-time supply purchase. All respondents must acknowledge receipt of this amendment in their offer submission, either on the face of the offer or by returning one copy of the amendment notice. The TDCJ determined that re-solicitation was necessary, and the department will not accept TIPS contract vehicles for this procurement.

Offers must be submitted on the designated TDCJ form with firm unit pricing and time-stamped at the TDCJ office located at 2 Financial Plaza, Suite 703, Huntsville, Texas 77340 by the deadline. All items must be new, unused, and of current production unless otherwise specified, with electrical items meeting OSHA standards and appropriate listings from UL, FMRC, or NEMA. Payment terms are net 30 days following the later of invoice receipt, goods receipt, or service completion, and pricing must be firm for 90 days from the offer opening date with F.O.B. destination and freight prepaid. The State reserves the right to award based on factors that best serve its interests, including combinations of low total line items, and retains discretion to accept or reject any or all offer items. Respondents must comply with Texas procurement preferences under 34 TAC Rule 20.306, maintain current Federal Employer Identification Numbers, comply with E-Verify requirements, and provide certifications regarding suspension and debarment status, antitrust compliance, Section 504 accessibility compliance, and compliance with state and federal statutory requirements including child support obligations and boycott restrictions.
