About this file
This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by The University of Texas System Administration, Office of Capital Projects, for Cost and Schedule Analysis Services (RFQ No. OCP CSAS 26). The addendum, issued on March 23, 2026, modifies and clarifies requirements in the original RFQ. Qualifications must be submitted by April 3, 2026, at 2:00 p.m. local time via a OneDrive link provided in the original RFQ. The addendum establishes that any written inquiries received on or after Wednesday, March 25, 2026, will not be answered during the solicitation phase. Key clarifications include confirmation that resumes count toward the 40-page printed limit; that a HUB Subcontracting Plan (HSP) is still required with a VetHUB participation goal of 0.25%; and that cyber liability insurance requirements are detailed in Section 14.01(c) of the Sample Agreement, evaluated relative to overall exposure.
The addendum further clarifies submission requirements by confirming that lists of past projects with the UT System within five years and higher education projects with other institutions are acceptable; that example reports and deliverables should be placed in the appendix and do not count toward page limits; and that deliverables should demonstrate the respondent's ability to address the scope of work as described in the original RFQ, including work products, summaries, templates, reports, or artifacts illustrating successful completion of similar tasks. Respondents must acknowledge receipt of Addendum No. 1 on the provided checklist and submit with their proposal.

ADDENDUM No. 1
The following information is issued to change, clarify, supplement, or further explain the above referenced RFQ. This information shall supersede and take precedence over the information contained in the RFQ in the event of a conflict.
Change to Section 1.4 Qualification Submittal Deadline: OCP will receive Qualifications until April 3, 2026, at 2:00 p.m. local time via the following One Drive Link provided in the RFQ.
Change to Section 4.2 Clarifications and Interpretations - Any questions received on and after Wednesday, March 25th, 2026 will not be answered during the solicitation phase.
In response to written inquiries, the following clarifications are issued:
Question #1: Are résumés included within the forty (40) printed page limit specified in Section 3.5, or if they are excluded from the page count.
Response #1: Please refer to Section 2.9.2 of the RFQ, which states: “…in accordance with Section
2.3.2, résumés for all members of the prime firm are required and shall count toward the printed page count of the RFQ submittal.” In other words, résumés are included in the forty (40) printed page limit.
Question #2: Could you confirm the HUB submittal requirements, given that the program is currently suspended and under review?
Response #2: The HUB Program itself has not been suspended, Therefore, an HSP is still required. The only recognized HUB certification now is the VetHUB (Disabled Veterans) certification and the HUB (VetHUB) participation goal for this IDIQ is 0.25%. Please read the instructions to the HSP thoroughly before completing. If you have any additional questions, please contact Kyle Hayes at 512-322-3745 or khayes@utsystem.edu.
Question #3: Page 11, Section 2.6.4 – Cybersecurity insurance requirements: Please confirm the minimum coverage limit expected for cybersecurity insurance for the selected service provider. Are there any specific coverage types or endorsements required (e.g., data breach, network liability, errors & omissions related to data handling)?
Response #3: Please refer to the Sample Agreement, specifically Section 14.01(c), for the cyber liability insurance requirements. This section outlines the applicable coverage types and endorsements. At a minimum, respondents should indicate the cyber liability insurance they currently carry, and the Owner will evaluate it in relation to the overall exposure.
Question #4: Regarding 2.4.2: Would a list of our firm's past projects for the UT System within the last 5 years be acceptable? Also, would a list of our other higher education projects with other institutions be acceptable?
mailto:khayes@utsystem.edu
ADDENDUM NO. 1 PAGE 3 OF 4 3/23/2026 ISSUANCE
Response #4: Yes. A list of your firm’s past projects for the UT System within the last five years is acceptable. A list of your firm’s higher education projects with other institutions is also acceptable.
Question #5: Regarding 2.6.10: To clarify, would you like the examples of interim and final cost reconciliation reports, schedule analysis or other detailed and executive level progress or close-out reports to be under Section 2, 2.6.10 but with its own cover within that section to introduce the examples?
Response #5: No. As stated in Section 2.9.2 of the RFQ, the appendices and their separate page count must be used exclusively for example reports and deliverables. The examples referenced in Section 2.6.10 should therefore be placed in the Appendix, not within Section 2.
Question #6: Regarding 2.9.1: What kind of deliverables are you looking for in response to this question?
Response #6: Any deliverables that demonstrate the respondent’s ability to address the scope of work as described in the RFQ. Examples may include but are not limited to work products, summaries, templates, reports, or artifacts that illustrate how the respondent has successfully completed similar tasks or responsibilities outlined in Section 1.3.
Question #7: Regarding 2.9.2: Is there anything we need to respond for this question?
Response #7: Section 2.9.2 clarifies how the appendix may be used. Respondents are not required to provide a narrative response to this item. However, it may be helpful to include sample reports or deliverables in the Appendix, as those items do not count toward the page limit and are appropriate for that section.
