About this file

This is a Request for Proposal (RFP) issued by Forney Independent School District (FISD) in Texas for grease trap services. The RFP seeks qualified vendors to provide comprehensive grease trap cleaning, removal, transportation, and disposal services at multiple FISD facilities. Services include pumping, hydro-cleaning, scraping, and cleaning of tank sides to satisfy FISD Maintenance Department standards and local agency requirements. The question deadline is March 23, 2026, at 2:00 PM Central Time, and the response deadline is April 16, 2026, at 2:00 PM Central Time. Service dates and times must be agreed upon with the Director of Maintenance or designated representative, and a District representative must be present during all cleaning, pumping, or skimming operations. The initial contract term runs from the date of award through June 30, 2027, with automatic renewal for additional one-year periods unless either party provides written notice at least 90 days in advance requesting modification or termination.

Pricing must remain firm for one year and should be submitted on a per-gallon basis with semi-annual servicing scheduled for each trap. The RFP requests separate pricing for the semi-annual full-service grease trap cleaning (including hydro-jet service) and emergency hydro-jet services on an hourly basis. Pricing shall include delivery and freight on an FOB destination basis. The evaluation criteria allocate 100 points across multiple factors: purchase price (35 points), quality of services (20 points), extent to which services meet district needs (35 points), vendor reputation (5 points), and total long-term cost (5 points). Federal funds will be expended on this contract, requiring vendors to comply with all applicable EDGAR certifications and provisions. Vendors must submit required documentation including a W-9 form, conflict of interest questionnaire, current liability insurance certificate naming FISD as certificate holder, and three business references, preferably from Dallas-Fort Worth area school districts with recent experience.
