About this file
This is a Questions and Answers document for RFP301-26-03430 issued by the Texas Office of the Governor (OOG) for Statewide Cost Allocation Plan (SWCAP) Services. The solicitation seeks a contractor to prepare annual Statewide Cost Allocation Plans as required by Section 2106.002 of the Texas Government Code. The services may be performed remotely; however, the contractor must dedicate a U.S.-based Account Manager to oversee all contract activities including management, accounting, billing, and reporting. Respondents are required to submit a Cost Proposal in Tab 9 using the format specified in Exhibit E of the solicitation, along with financial reports in Tab 3 of their proposals. Electronic signatures are acceptable for submission.
The OOG will not disclose a specific budgeted amount for these services and instead requires respondents to propose their own fees for the contract term in their Cost Proposals. Historical Statewide Cost Allocation Plans that have been federally approved are publicly available on the OOG website. The current solicitation focuses on future SWCAP deliverables rather than historical pricing information or previous vendor fees, and respondents should reference the detailed scope of work outlined in Section 3.2 of Part A of the solicitation for complete service requirements.

Statewide Cost Allocation Plan Services
Questions & Answers
Question No. 1 For what fiscal year was the most recent cost allocation plan completed?
Response: As cited in Section 3.2 of Part A of the Solicitation, Section 2106.002 of the Texas Government Code requires the OOG to annually prepare a SWCAP; accordingly, the OOG prepares a SWCAP for use in each Fiscal Year.
Question No. 2 Could you please provide a copy of the most recent cost allocation plans?
Response: While historical SWCAPs are not necessarily relevant to the current solicitation for future SWCAPs, the OOG notes that historical SWCAPs for other fiscal years that have been finally approved by the federal government are available here: https://gov.texas.gov/organization/bpp#swcap.
Question No. 3 What is the annual fee paid to the vendor that prepared the most recent cost allocation plans?
Response: The annual fee paid to the vendor that prepared the most recent SWCAPs is not relevant to the scope of work as described in the current solicitation, which is for future SWCAPs.
Question No. 4 What is the OOG’s annual budgeted amount for the scope of services identified in the solicitation?
Response: As provided in Part C of the Solicitation, Respondents should provide a Cost Proposal in Tab 9 of their Responses. The OOG will not provide a specific budgeted amount for these services for Respondents.
Question No. 5 May all the services outlined in the scope be provided remotely?
Response: The services may be provided remotely; however, as indicated in Section 4.2 of Part A of the Solicitation, the Contractor must dedicate a U.S.-based Account Manager to oversee all activities of the Contract including, but not limited to, the management, accounting for the entire Contract, billing and reporting.
Question No. 6 Will the OOG accept electronic signatures?
Response: Yes.
Question No. 7 May we include our financial report as an Appendix, or do you prefer that it be in Tab 3 of the proposal document?
Response: Please include the financial report in Tab 3, following procedures identified in Section 1.8 of Part C regarding confidential information, if appropriate.
Question No. 8 Should we include Exhibit E Pricing Form within the proposal in Tab 9 or submit it as a separate document?
Response: As stated in Section 3.5.9 of Part C, each Respondent shall submit a Cost Proposal, completed in the form set forth in Exhibit E of Part A of this Solicitation, setting forth the Respondent’s proposed fees for the Contract Term. Accordingly, a document in the format of Exhibit E must be in Tab 9.
