About this file

This is Addendum 2 to RFP 2026-011 issued by the City of Waco, Texas Financial Services Department for an ADA Self-Evaluation and Transition Plan. The project encompasses a comprehensive accessibility evaluation of City assets including sidewalks (343 existing, 837 missing), curb ramps (5,403 existing, 1,633 missing), pedestrian street crossings (626 total), and signalized intersections. The evaluation will also include public-use areas of City buildings and parks with corresponding facility inventories, acreage, trail lengths, and amenities available through the Bonfire portal. The RFP requires proposers to submit sample work products demonstrating prior experience completing similar evaluations for other municipalities. Proposals are due April 10, 2026 at 2:00 P.M., with opening scheduled for 2:05 P.M. The City has designated 4-5 public engagement meetings including a kick-off meeting, 2-3 community input sessions, and a draft plan review meeting. Contact is Christopher Hanchard at ChristopherH@Wacotx.gov or 254-750-6640.

The City requires a comprehensive approach to digital accessibility assessment covering all public-facing digital formats and mandates a complete review of all City codes and ordinances. Website accessibility review is included in the scope. GIS data confirming locations of all City buildings, parks, sidewalk corridors, curb ramps, and pedestrian street crossings has been made available in the Supporting Documentation section of the Bonfire portal. Building inventory data includes facility names, addresses, and square footage, though restroom counts and parking space data are not available. Parks data includes names, addresses, acreage, trail length, and amenity lists with restroom information, but parking space data is unavailable. Signalized intersection data quantities have not been determined by the City. This addendum responds to vendor questions and provides clarification on project scope and available supporting documentation.
