About this file
This is Addendum 1 to a solicitation issued by the Texas Commission on Environmental Quality (TCEQ) for Exhibitor Services and Support (Solicitation 582-27-40015). The addendum corrects the secondary contact email address, provides pre-proposal conference slides, and lists vendor attendance from the March 17, 2026 pre-proposal conference. The scope of work encompasses exhibitor services for TCEQ events, primarily the Environmental Trade Fair & Conference (ETFC), which is an annual two-day conference hosting over 4,000 attendees and 300 companies with 500+ booth spaces. Services include buildout of registration and exhibitor booths, exhibit hall maintenance and enforcement, signage production, furniture rental, online exhibitor kits, materials handling, and serving as the primary communication source with exhibitors. The ETFC is scheduled for May 11-12, 2027 at the Henry B. Gonzalez Convention Center with future events tentatively planned for May 16-17, 2028, and additional years through 2031. The response submission deadline is March 27, 2026 at 2:00 PM CT, with a question deadline of March 19, 2026 at 2:00 PM CT. The contract term includes renewal options of up to four one-year periods by amendment.
The solicitation requires respondents to submit a Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified HUB vendors, with TCEQ's HUB utilization goals set at 1.0% for each procurement category. Responses must include all required documentation with proper signatures on designated pages, be submitted as a single Adobe PDF searchable unlocked file via TCEQ's FTPS server, and failure to comply with these requirements may result in disqualification. The estimated quantities on the price form may increase or decrease over the contract life due to venue changes, and respondents may propose additional deliverables beyond those listed. Evaluation criteria focus on information provided by respondents, and the solicitation requires careful review of contract terms and conditions, including updated cybersecurity requirements and TX-RAMP certification. All subcontractors, including 1099 employees, must be listed in the proposal's Key Personnel tab and included in the HUB Subcontracting Plan with current CMBL vendor profiles. The awarded prime contractor must complete and submit a Progress Assessment Report with each invoice.
