About this file

This is Addendum No. 1 to RFP 304-26-0999AM for Integrated Advertising Services issued by the State of Texas on March 16, 2026. The RFP seeks an integrated advertising services provider to deliver a comprehensive range of creative, campaign, research, strategy, and written deliverables. Services include social media design posts, digital ad creative sets, infographics, short videos, visual identity design, print ads, audio/radio scripts, paid media placement plans, email campaigns, audience research summaries, message testing, communications strategy updates, brand audits, brand positioning, creative brief development, target audience reports, media strategies, media plans, media buying plans, and periodic KPI reports. The addendum modifies the original RFP by clarifying the Work Order Meeting process, expanding transition-out services to include data and account transference, revising the Respondent Questionnaire to include an example Work Plan for an outreach campaign targeting Holders in West Texas with a $240,000 budget, and providing detailed pricing instructions with a sample cost evaluation formula.

The pricing structure utilizes a mathematical formula for cost evaluation wherein the lowest priced offer receives maximum available points for the cost criterion, with other offers scored proportionally based on their submitted prices relative to the lowest bid. For example, if the lowest offer is $5 and another offer is $10, the $10 offer would receive 2.5 points from a possible 5 points using the calculation: ($5/$10) × 5 = 2.5. Price Schedule 1 establishes unit pricing for all deliverables across Creative Services, Campaign Deliverables, Research and Strategy, and Written Deliverables categories, with respondents required to provide cost estimates for each line item. Respondents must acknowledge receipt of Addendum No. 1 by signing and returning the acknowledgement form with their proposal submission.

Request for Proposals (“RFP”) for

Integrated Advertising Services

RFP No. 304-26-0999AM

Addendum No. 1

March 16, 2026

RFP No. 304-26-0999AM is amended as follows:

1. Section II, Part D.2.a: Work Order Meeting, is deleted in its entirety and replaced with the following:

a. Successful Respondent and CPA will meet at CPA’s request to discuss services to be provided and, within three (3) Business Days of the meeting, CPA will issue a Work Order detailing actions to be taken.

2. Section II, Part D.8: Transition of Services is amended to add the following:

c. Transition-Out Services. Transition-out services include the transference of all data and accounts.

3. Section III, Part B.3.a.1: Respondent Questionnaire: Narrative, Scope of Services, is deleted in its entirety and replaced with the following:

(1) includes an example Work Plan response to a Work Order asking for an outreach campaign for Holders in

West Texas with a budget of $240,000.

4. Section IV, Paragraph 3 is deleted in its entirety and replaced with the following:

For Respondent Offer evaluations, the cost criterium is the sum of Respondent’s Price Schedule 1. The cost criterium uses a mathematical formula to determine a weighted score, whereby each Offer’s score equals the lowest Offer price divided by the price of the Offer being evaluated multiplied by the maximum number of available points. The lowest priced Offer will receive the maximum number of available points for its cost criterium. For example, if the lowest offered price is $5, that Offer receives 100% of available points for its cost criterium (5 points as referenced within the RFP.) Further, if the Cost of the Offer being evaluated is $10, the calculation is $5/$10 x 5 = 2.5 points.

5. Section IV, Price Schedule 1: Services is deleted in its entirety and replaced with the following:
