About this file
This is a Scope of Work document for the Ron Jackson State Juvenile Correctional Facility in Texas, detailing the retrofit of two existing wet cells into padded cells. The project involves converting two cells located in the Residential Services Unit (RSU)—Pod 300, Cell 301 and Pod 100, Cell 101—each measuring 11 feet by 7 feet by 7 feet. The work includes removing existing fixtures (sink/toilet combo and beds) to be handled by the facility's maintenance department, while outside contractors must perform concrete saw cutting, installation of a 4-inch flushable floor drain with control switch mounted in the pipe chase, concrete and wall repair, and comprehensive padding installation. The scope requires contractors to provide detailed bids that specify materials and parts to be used, and all personnel entering the secure facility must complete an approved background check prior to entry.
The padding specifications require a minimum of 2-inch-thick high-density foam in camel or grey color, covered with 14-ounce Class A rated fire-retardant vinyl across all surfaces including walls, floor, door, and bench. The flooring must slope toward the floor drain, and existing windows, door windows, HVAC vents, lights, and fire sprinkler heads must remain unobstructed and functional. All materials must be fire-resistive and nontoxic to protect inmates from self-injury. The document does not specify pricing terms, set-asides, response deadlines, award dates, contract term, or funding sources, requesting instead that bidders submit comprehensive proposals detailing their proposed materials and installation methodology.
