About this file

This document contains specifications for the Continuous Air Monitoring Station Site Pad Construction at 850 North Ward Road, Midlothian, Texas, issued by the Texas Commission on Environmental Quality (TCEQ) under Solicitation Number 582-26-15344. The project requires the contractor to construct a 44-foot by 44-foot (1,936 square feet) site pad, install an 8-foot black chain-link fence enclosure measuring 40 feet by 40 feet, and establish a 200-ampere electrical service connection with overhead power. The site pad must be constructed of City of Midlothian-approved compacted crushed limestone or Texas Department of Transportation-approved road base material with a 5 percent cement mix, elevated a minimum of 6 inches above grade on all sides. All construction phases—including electrical, site pad, fence, and sidewalk work—must be completed within the specified timelines: the site pad construction within 30 days of approval to commence work, electrical installation within one week of pad completion, and fence installation within two weeks of TCEQ approval, all weather permitting.

The contractor bears full responsibility for obtaining all necessary local permits, engineered site plans, land surveys, and environmental studies prior to construction commencement. Underground utilities must be located through 811 or online registration, and construction must cease immediately if utilities are discovered after the initial dig test. The fence specifications require nine-gauge galvanized chain-link mesh with black privacy inserts providing 85 percent minimum privacy, nine 3-inch terminal posts, line posts at maximum 10-foot intervals, one walk-in gate (4 feet wide), and one drive-through gate (12 feet wide with two 6-foot panels). The electrical system must include a Square D QO Load Center with 200-ampere single-phase service, a Surge Protective Device (DITEK model DTK-120/240HD2 or equal), specific breaker configurations, and proper grounding with an 8-foot ground rod. The contractor must provide daily photographic documentation and progress updates to the TCEQ Construction Coordinator and clean all construction areas of debris and trash before final approval. No substitutions of specified materials are permitted without written approval from TCEQ.
