About this file
This document is a Questions & Answers file issued by the Texas Commission on Law Enforcement (TCOLE) in response to inquiries regarding RFP 407-26-001 for Audio-Visual Services. The RFP is open to out-of-state service providers, though services will be performed in Waco, Texas at the Waco Convention Center. The project involves providing comprehensive audio-visual support for a conference with multiple configuration requirements, including a 1,200-seat general session in McLennan Hall (combined rooms 207, 208, and 209) scheduled for August 11, 2026, which must be reconfigured into two breakout room configurations by August 12, 2026 with a minimum one-hour transition window. Additional breakout rooms include spaces 207, 208, 209, Brazos North/South, and Texas North/South. The Exhibit Hall (Chisholm Hall) requires limited A/V support consisting of four 65-inch monitors for image playback only. The scope encompasses seven laptops for breakout rooms, dual projection screens or LED walls for the general session, wireless presentation clickers for most presenters, microphone systems (3-5 per breakout room), audio coverage, and five 65-75 inch televisions on elevated stands for wayfinding signage throughout the convention center. The venue will provide labor support for room reconfiguration.
Pricing must remain firm through the initial term and any optional renewals for 2027 and 2028 conferences, with bidders instructed to provide their best and final offer should cost escalation be requested. Travel costs, including lodging and per diem, should be addressed in accordance with sections 3.1.1.a and 3.1.1.b of the RFP, with guidance that State of Texas travel rules apply. The RFP contains subcontracting requirements that should be reviewed under Texas Rules 20.285. Screen sizes for all display areas should be determined based on room dimensions, seating capacity, and layout, with live camera support and image magnification not required. Content will include PowerPoint presentations, embedded videos, audio playback, and Q&A sessions with multiple presenters. The Waco Convention Center contact information is available at https://www.wacocc.com/ or 254-750-5810.

1. Can you please confirm whether the RFP is open to out-of-state service providers?
Answer: Yes, however the services will be performed in Waco, TX.

Also, a demo area is mentioned, do you have the dimensions of that area and the exact A/V support needed? If a presentation/demo area is required, please provide expected audience size and seating style.
Answer: Yes, the A/V scope for Chisholm Hall will be limited to 4 65-inch monitors and image playback. We will not have a stage/presentation area requiring audio, lighting, and presentation support. We will not need A/V support for the demo area.
