About this file

This is Addendum 1 to RFP 2026-P09 for Public Engagement Facilitation Services Pool issued by the State of Texas. The addendum clarifies and modifies requirements for a statewide indefinite quantity, indefinite delivery contract pool designed to provide public engagement and facilitation services to state agencies. The services encompass a range of engagement activities including stakeholder meetings, public hearings, workshops, focus groups, and strategic communication support. Prospective vendors must submit proposals by the deadline specified in the original RFP, with contract awards anticipated following evaluation. The contract will be structured as a multi-year agreement with potential renewal options to be determined at contract execution. Interested vendors are encouraged to review both the original RFP document and this addendum in their entirety to ensure complete understanding of all requirements and specifications.

The addendum addresses specific modifications to pricing structures, evaluation criteria, and contractual terms outlined in the base RFP. Key revisions include clarifications on service delivery requirements, performance metrics, and agency utilization procedures for the pool structure. The contract will operate under state procurement regulations and may include provisions for small business set-asides or other socioeconomic considerations as determined by the issuing agency. Funding for services will be drawn from individual state agency budgets as services are requested through the pool structure. All vendors selected for the pool will be subject to standard state contract terms, insurance requirements, and compliance obligations as detailed in the complete RFP documents.

Attachment A: RFP 2026-P09 Proposed Fee Schedule

The proposed fee schedule is intended for each firm to submit an hourly rate sheet of proposed team members, and a proposed project scenario to provide an overall price for comparison. The proposed fee schedule should include but not limited to necessary deliverables, insurance, overhead, other miscellaneous items, and cost to complete the proposed work.

Respondent must utilize this Pricing Sheet. Any reworked version of this sheet, provided by Respondent as a substitute, may be deemed non-responsive, and may, at the County's sole discretion, result in Respondent's disqualification.

Proposed Project Scenario According to the US Census, in 2010, Hays County’s population was 157,107. In 2026, the population is estimated to be approximately 300,000. This represents a 91% increase. To address the unprecedented growth and prepare for the future, the Commissioners Court has tasked the County Administrator with developing a strategic plan. The last plan was completed in 2010. With the FY 2027 Budget Process beginning, the County Administrator would like to request a public engagement firm gather feedback from residents and other stakeholders to begin to formulate strategic priorities. The selected firm would be responsible for planning and conducting workshops, focus groups, stakeholder discussions, interviews, both in person and online, and
