Award Recommendation June 2026
Item #2: Questions/Answers
Question 1: What is the expected start date for the period of performance?
Answer: The expected start date is June 2026 but could begin as late as August 2026. Please note, this is only an estimate and is subject to change.
Question 2: Is it expected that the individual AFM will be responsible for all duties listed in the RFP? What access to TTU staff for assistance could be expected?
Answer: Yes, the AFM will be responsible for all duties listed in the RFP. The AFM will have access to the AVP for Facilities and Operations RNSC.
Question 3: Is there a budget or expected rate for the AFM position?
Answer: $100K annually https://teams.microsoft.com/meet/23700350481069?p=Nqi80WZOFjs5Lc5HKN https://teams.microsoft.com/meet/23700350481069?p=Nqi80WZOFjs5Lc5HKN https://teams.microsoft.com/meet/23700350481069?p=Nqi80WZOFjs5Lc5HKN

Question 4: Is there a preferred pricing structure?
Answer: TTU requests that pricing be presented as a single, annual cost and should include all pricing associated with completing the scope of work, including staffing the AFM position and the development of the core program. The pricing may be itemized for clarity and to support negotiations.
Please refrain from using hourly rates as the exact operational hours may be subject to change according to Section 2.1.9 of the RFP. Alternative pricing structures are allowed but subject to review according to the evaluation criteria listed in the RFP. Alternative pricing structures may be submitted as an optional consideration along with the requested pricing structure if desired.
Question 5: Is pricing expected to include travel costs for the AFM?
Answer: No
Question 6: Is it expected that the individual assigned to the AFM position will be interviewed? If so, can a timeframe for this interview be provided?
Answer: Yes, it would be preferable to interview the person. Timeframe would be soon after the contract award. The award is more about what the overall company can provide.
Question 7: May a Proposer provide an alternative bid only in response to the RFP, or is a response to the original RFP as written required?
Answer: A Proposer may provide an alternative bid only; however, the evaluation criteria listed in the RFP will still apply.
Question 8: May the Proposal include additional documentation outside of the Proposer Response Form? If so, is there a limit to the number of pages?
Answer: Yes, Proposers are encouraged to provide additional information that will assist the Contract Review Team in their evaluation. There is not a limit to the number of pages; however, TechBuy may have limitations for file size.
Question 9: What is the nature of ownership of this airfield and RNSC?
Answer: This is a private airfield. The runways are owned by LRRA, but managed through an
Interagency Agreement between LRRA and TTU.

Question 10: Is this project funded by TTU or the Reese Center?
Answer: This is a TTU funded project. Reese Center is no longer the name, it is Reese National Security Complex. The two controlling entities are TTU and LRRA (Lubbock Reese Redevelopment Authority).
Question 11: Is there existing security on site?
Answer: TTPD patrols the area. The City of Lubbock has their Police Academy at RNSC. South Plains
College sponsors ALERRT training at RNSC. There is always a law enforcement presence at
RNSC.
Question 12: What is the end goal of hiring an Airfield Manager?
Answer: To manage the airfield and create programs that ensure the safety of flight at RNSC.
Question 13: Is it acceptable to propose an Airfield Manager with more than the minimum 5 years of experience listed in the RFP? This information is requested, understanding that compensation is related to years of experience.
Answer: Yes, and it is also acceptable to propose multiple options for your company’s recommendation of an Airfield Manager. For instance, you may recommend and provide details on hiring an AFM with 30 years of experience, while also offering an optional hire with 5 years of experience.
Question 14: Are there any endangered species near the airfield?
Answer: Per LRRA, there are no known endangered species near the airfield.
Question 15: Are there any EPA issues the Proposers should be aware of?
Answer: No, the United States Air Force has water remediation projects at RNSC, but nothing directly affecting the airfield.
Question 16: Following the site visit, there appear to be shooting ranges present. Will the ranges still be in place when the Airfield Manager position begins?
Answer: There is only a single small arms range on RNSC – all activities at that range will cease prior to the AFM’s start date.

Question 17: The Proposer Response form, page 1, states, “Provide documentation supporting Proposer’s qualifications…” Is there a specific license required?
Answer: No, this is an optional field.
Question 18: The RFP states Proposers must address any deviations or exceptions to contract terms in its transmittal letter. The TechBid portal requires proposers to select a box accepting all terms of the general T&Cs and the Purchase Order T&Cs as Prerequisites before submission is allowed.
Please confirm that proposers are allowed to submit with its submission a separate document of the General Terms and Conditions document, and Purchase Order Terms and Conditions document with redlines for consideration by TTU as part of its submission, and that the deviations or exceptions do not have to be solely in a transmittal letter, as this would allow TTU to better review and assess the requested redlines?
Answer: Yes, Proposers are allowed to submit a separate document with redlines of the General Terms and Conditions and Purchase Order Terms and Conditions. These redlines may be submitted as an attachment under Supplier Attachments in TechBid.
Question 19: Please confirm that by the proposer selecting the “required” box on the portal under the
Prerequisites, that this selection “will not” negate the submission of redlines?
Answer: Correct, selecting the “required” box on the portal under the Prerequisites will not negate the submission of redlines, so long as the proposed redlines are submitted as an attachment so that the appropriate teams can review.
Question 20: Please confirm that proposers will be given an opportunity after award notice to review and negotiate the contract terms with TTU if necessary and warranted at that time?
Answer: The Awarded Proposer will be given an opportunity to review and negotiate the contract terms.
