About this file
This is an Addendum document to a Request for Qualifications (RFQ) issued by Paris Junior College, a public junior college district in Texas, for comprehensive annual financial audit services. The RFQ seeks qualified certified public accounting firms to provide financial statement audits for Paris Junior College and the Paris Junior College Foundation, federal and state program audits, and preparation of the Annual Financial Report in compliance with Government Auditing Standards and applicable federal and state regulations. The college operates three campus locations with approximately 322 employees and 5,000 students. The question and clarification deadline was February 6, 2026, with a final addendum issued by February 11, 2026. Qualification statements are due by February 18, 2026, at 2:00 PM CST, submitted in hard copy (3 copies preferred) or by email to tturman@parisjc.edu with a digital flash drive included. The award recommendation and contract approval is scheduled for March 16, 2026. The contract term is one year with four one-year renewal options available.
The addendum clarifies that the Conflict of Interest form does not count toward the 30-page submission limit and provides critical procedural guidance. The previous fiscal year 2025 audit fee was approximately $60,000. Fieldwork was conducted using a hybrid approach rather than fully remote. Submission can be made by email to tturman@parisjc.edu or in paper format with three copies. The RFQ documentation does not specify pricing information or award values, indicating that contract pricing will be negotiated during the qualification and selection process. No set-aside designations or incumbent vendors are identified. Respondents must hold proper licensure with the Texas Board of Public Accountancy and AICPA, possess a minimum of five years' experience auditing higher education institutions with community college experience preferred, and maintain independence per U.S. Government Accountability Office and AICPA standards.
