About this file
This is Amendment No. 1 to Bid No. IW238819, issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department. The amendment provides clarifications regarding the procurement of HVAC parts and related equipment for the Stringfellow Unit. The original bid opening was scheduled for February 20, 2026, at 3:00 PM, with the contract specialist listed as Teria Godwin-Pierce. Bidders are required to acknowledge receipt of this amendment in their bid submission, or their bids may not receive consideration. The amendment clarifies that the vendor is responsible for supplying equipment only, with no installation services required; TDCJ personnel will handle all installation activities. Equipment unloading will be performed by the vendor at ground level at locations identified by the unit, as no loading/unloading docks or vendor-accessible forklifts are available on the premises. Owner training on delivered equipment is required, with TDCJ employees needing to be well-versed in operating and understanding the bidded equipment.
The amendment addresses questions regarding vendor responsibilities, liability insurance requirements, and equipment substitution procedures. Any equipment substitutions outside the original item list must be reviewed and approved by unit maintenance and may result in additional project costs. Insurance requirements apply if services are conducted and must comply with TDCJ guidelines for legal compliance and liability coverage as outlined in the solicitation. Additional operational details, including specific days and hours of operation for equipment delivery and unloading, will be provided to the awarded vendor upon contract award. Bidders must reference pages 2-8 of the original solicitation for comprehensive vendor responsibility specifications and the complete item list.
