About this file
This is Amendment No. 1 to Bid No. IW238818, issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for HVAC equipment procurement at the Estelle Unit. The amendment provides clarifications and answers to 29 bidder questions regarding equipment specifications, installation responsibilities, and project scope. The procurement involves the supply of HVAC equipment including 12 five-ton split systems and 3 fifteen-ton split systems, along with packaged units with specified components such as Allied Air (Lennox) equipment, furnaces, and RA panels. The bid opening was scheduled for February 20, 2026, at 3:00 PM. TDCJ is responsible for all installation work, while the vendor's responsibility is limited to equipment supply only. The amendment clarifies that refrigerant piping, hangers, ionizers, thermostats, room controllers, supply grilles, flue piping, auxiliary drain pans, dampers, and float switches are not included in the vendor's scope and must be referred to as equipment-only provisions. Packaged units must be pad-mounted on horizontal curbs with horizontal discharge configurations, and all units will utilize existing loading and unloading dock facilities with forklift assistance available on premises.
The amendment establishes that bidders must acknowledge receipt of this amendment in their bid submission or the bid may not receive consideration. Vendor responsibilities are limited to items specified on pages 2 and 7-10 of the solicitation, with any additional equipment not listed in the statement of work requiring separate requests and submitted at no cost to TDCJ per the specification of the addendum. Training will be provided on TDCJ-installed equipment with timing to be discussed between the awarded vendor and TDCJ, though no factory representative startup or commissioning services are required from the vendor. The procurement operates under the Texas ESBD (Emerging Small Business Development) program framework, requiring current vendor registration and compliance with all program requirements. Interested bidders were directed to submit their name, address, fax number, and email address to the designated contact person, Teria Godwin-Pierce, to ensure receipt of all solicitation amendments and modifications prior to the proposal deadline.
