About this file
This is an Addendum #1 to an RFP issued by Texas Tech University's Office of Procurement Services for Specialty Brand Merchandise (RFP 2026-1170). The addendum addresses procedural questions and clarifications submitted by prospective proposers. The proposal submission deadline is 3/6/26, which was extended from the originally stated 2/6/26 close date. Proposers must acknowledge receipt of this addendum in their proposal submissions and must submit required documentation through TechBid, including a Proposer Response Form available as a fillable PDF that may also be resubmitted in Word or Excel format. The Background Information of Proposer section has no word count limits or minimums, and proposers may submit additional documentation as needed.
All completed proposals that fall within the RFP scope will be considered regardless of whether they meet the Historically Underutilized Business (HUB) participation goal, and HUB certification is not a requirement to bid. However, for any outsourced items or purchases exceeding $100,000, proposers must demonstrate good faith efforts to source from at least three veteran-owned businesses. Financial statements are not currently required as part of the proposal but may be requested as a supplemental evaluation factor if needed. The university does not require HUB certification as a prerequisite for bid eligibility, and evaluation will proceed on a competitive basis with consideration given to all responsive proposals.

ADDENDUM #1
DATE: 1/28/26
TO: All Proposers
FROM: Crystal Leal, Strategic Sourcing Administrator, Office of Procurement Services
SUBJECT: Texas Tech University RFP 2026-1170 Specialty Brand Merchandise
NOTICE TO ALL PROPOSERS:
The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project. You must acknowledge receipt of this Addendum by noting it on your proposal form.
Question 1: Please verify if the Event Close Date is 2/6/26 (as shown in the RFP) or 3/6/26 (as shown in the notification).
Answer: This RFP will close on 3/6/26. An extension was immediately issued upon request.
Question 2: For the item labeled “Proposer Response Form” in the Questions tab, is there a specific required format and/or specific topics or information that proposers are expected to include in a submitted document? I am not finding that info in the RFP.
Answer: Please refer to Section 2.5.2 of the RFP with items that must be submitted in TechBid. The
Proposer Response Form is one of those documents and is available in a fillable PDF. However, it can be resubmitted in PDF, Word, or Excel.
Question 3: Could you clarify whether proposals that do not commit to the participation goal are still considered responsive, or if meeting the HUB goal is a pass/fail requirement for evaluation?
Answer: All completed proposals that fall within the scope of the RFP are considered, regardless of meeting the HUB Goal.

Question 4: As a private company, we generally do not disclose internal financial statements. Would declining to provide this information disqualify a proposal, or is this used as a supplemental evaluation factor?
Answer: We are not requesting this information as of now. Should we need this information, it would only be used as an additional evaluation factor.
Question 5: Am I correct in my understanding that for anything we might outsource, we would need to prove that we attempted to source the item(s) from at least three veteran-owned businesses?
Answer: That is correct. Any project/purchase over the $100,000 threshold will require a good faith effort, in using Veteran-Owned Businesses.
Question 6: Must we be HUB certified to bid on this RFP?
Answer: No. Being HUB certified is not a requirement to bid.
Question 7: In the Background information of Proposer section is there a limit on number of words or sentence?
Answer: There is not a limit on number of words, or a minimum number of words. You can also attach a separate document if you need to.
