Summary: Addendum #2 Questions & Responses
This document is an Addendum #2 to Invitation to Bid #717-26-722 issued by Texas Southern University's Procurement Services department for Aviation Fuel (AVGAS) Supply and Delivery services. The addendum addresses eight critical questions and responses regarding fuel delivery operations and contract pricing. Key operational specifications clarified include fuel delivery hours (8:00 AM to 5:00 PM only), storage tank capacity (one 8,000-gallon above-ground tank with approximately 5,000 gallons deliverable per load), and equipment requirements (delivery trucks must be equipped with their own pump for offloading). The university confirmed annual fuel consumption of approximately 77,220 gallons and indicated that on-site staff will be fully trained to perform fuel checks prior to commencement of deliveries. The bid deadline remains Thursday, January 29, 2026, at 1:00 p.m. Central Time, with responses submitted to 3100 Cleburne Street, Room HH333, Houston, TX 77004. The contract term is three years from the date of execution.
Regarding pricing structure, the university requests an all-in fixed price for the life of the contract, encompassing both fuel costs and delivery fees without variable margins. Bidders must provide their price quote on the replacement page included in the addendum, specifying price per gallon, delivery fees or surcharges, and terms of payment. The document includes standard vendor certification requirements under Texas Family Code Section 231.006 and requires bidders to sign the addendum to acknowledge receipt. Contact for questions is Greg Williams at gregory.williams@tsu.edu or 713-313-4350.
