About this file
This document is vendor information guidance issued by the Texas Department of Public Safety (DPS) for submitting responses to solicitations through the DPS Online Bid Room. The document outlines the optional electronic submission process available to vendors responding to state solicitations. Prospective bidders must first register as vendors through the DPS Online Bid Room portal at https://texasdps.appianportalsgov.com/vendor-management, a process that can require up to two business days to receive login credentials via email. Once registered, vendors can access solicitation opportunities and submit electronic responses before the specified due date and time identified in individual solicitation packages. The document emphasizes that vendors must carefully review the complete solicitation package, including all exhibits, and adhere strictly to submission requirements and deadlines, as late responses are not accepted and failure to follow specified procedures may result in disqualification.
DPS provides vendors with support resources including an Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and dedicated vendor support contact information to facilitate navigation and submission. The document clarifies that while use of the DPS Online Bid Room is optional and vendors may submit responses through alternative methods identified in the solicitation package, all submissions remain subject to the same terms, conditions, and solicitation requirements regardless of submission method. Importantly, the document states that technical difficulties or delays in the registration process do not constitute grounds for protesting a contract award, and that successful electronic submissions through the DPS Online Bid Room will automatically receive submission confirmation through the system without requiring additional receipt verification.
