About this file

This is a Technical Specifications document for the Texas Department of Criminal Justice (TDCJ) Facilities Engineering Division outlining requirements for the procurement and installation of a diesel-powered engine generator set to serve as a standby power system. The specification details a complete packaged system including the engine, generator, fuel storage, control and monitoring components, and associated auxiliaries. The generator set must be fully factory-assembled and tested by a single manufacturer, pre-wired and pre-piped on a single skid-type base with integral vibration isolators. The system is required to comply with multiple industry standards including UL2200, NFPA 110 (Class 24, Type 60, Level 2), IEEE Standard 446, and EPA Tier 3 emissions requirements. The specification mandates that the manufacturer hold ISO 9001 certification and that installation be performed by contractors with a minimum of three years of documented experience installing equipment of the same or greater rating.

The generator set must feature a stationary, liquid-cooled diesel engine rated at 1800 rpm maximum with brake horsepower at least 10% greater than the generator's full-load rating. Critical performance requirements include a steady-state voltage operational bandwidth of maximum 1% from no load to full load, transient voltage performance not exceeding 10% variation with recovery within three seconds, and steady-state frequency operational bandwidth of 0.5%. The system must operate reliably across ambient temperatures from 0°F to 105°F and altitudes up to 5,000 feet. Additional requirements include WiFi and cellular access capabilities for remote diagnostics, a minimum 24-hour fuel capacity at 100% rated output, an integrated on-board low-voltage distribution panel, interior LED lighting with both AC and DC options, and GFCI convenience outlets. The manufacturer must provide comprehensive training to TDCJ maintenance personnel for at least 8 hours on-site covering all operational and maintenance aspects, and equipment is subject to a two-year warranty period.
