About this file

This is an exhibit to a Texas Department of Public Safety (DPS) solicitation document that provides vendor information and instructions for accessing the DPS Online Bid Room, an optional electronic submission platform for solicitation responses. The document outlines a two-step registration process for vendors interested in submitting bids for General Aviation Services in Texas. Vendors must first register at the DPS Online Bid Room portal to obtain login credentials, a process that may take up to two business days. Once registered, vendors can access solicitation opportunities and submit responses electronically through the platform. The document emphasizes that vendors should allow adequate time for the registration process to ensure timely bid submission, as late responses are not accepted regardless of circumstances.

The exhibit clarifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, and requirements outlined in the solicitation package. Vendors must review the complete solicitation package, including all exhibits, before submitting responses and must adhere to the specific form and method of delivery identified in the solicitation materials. The document provides reference materials to assist vendors, including a vendor tutorial, user guide, frequently asked questions, and contact information for technical support. Importantly, the exhibit specifies that technical difficulties or issues with the online submission system do not constitute grounds for protest of contract awards, and submissions made through the platform receive automatic confirmation of receipt through the system.
