About this file

This document is an instructional guide from the Texas Workforce Commission HUB Department outlining the procedures for completing and submitting the Progress Assessment Report (PAR) form as a requirement of the HUB Subcontracting Plan for state contracts in Texas. The PAR form must be submitted monthly throughout the entire contract term, regardless of whether subcontracting activity occurred during the reporting period. The report is due no later than the 5th of each month and must include all invoices for that period. Contractors are required to complete all specified fields on the form, list every subcontractor with the amount paid during the reporting period, and include both HUB and Non-HUB subcontractor information when applicable. The document provides step-by-step instructions for contractors to fill in company and contract identifiers, list subcontractor payments, calculate totals, and obtain proper authorization through signature and date with the signee's position or title included.

Submissions must be directed to TWCHUBINFO@twc.texas.gov and should include the PAR form, all monthly invoices, and any supplemental information. Contractors performing work without subcontractors should leave the subcontractor section blank and proceed to the final steps. This reporting requirement is mandated under Texas Administrative Code, Title 34, Part 1, Chapter 20, Subchapter D, Rule 20.284(H)(I), and applies to all contracts with the Texas Workforce Commission. Contractors with questions regarding PAR submission requirements or HUB Subcontracting Plan compliance should contact the Texas Workforce Commission HUB Office at the provided email address.
