Summary of IFB No. 26-MK Milk Products

This is an Invitation for Bids (IFB) issued by Head Start of Greater Dallas, Inc., a nonprofit organization serving Dallas County, Texas, for the procurement of milk and dairy products. The agency seeks bids for fluid milk in multiple formats (pint cartons and gallon containers) in whole, 1%, fat-free, and lactose-free varieties, along with preferred dairy products including yogurt in various sizes and formulations. Based on the velocity report for August 2024 through July 2025, the agency anticipates annual consumption of approximately 1,926 gallons of whole milk, 16,177 gallons of skim milk, and additional quantities of lactose-free and alternative milk products across all Head Start locations in Dallas County. The pre-bid conference is scheduled for April 16, 2026, at 9:30 a.m., with sealed bids due by 9:30 a.m. on June 24, 2026. The contract will commence upon award and continue for one year with four optional one-year renewal periods, potentially extending performance for up to five years. Bidders are encouraged to attend the bid opening at the agency's purchasing department.

Pricing is the major evaluation factor but will not be the sole determining factor; bids will be evaluated on unit price (weight factor 5), quality (4), delivery and service (3), specifications compliance (2), and small business/minority/woman-owned status (1). The agency qualifies for Texas Cooperative Purchasing Contracts and requests that bidders indicate if proposed pricing meets or exceeds schedule pricing. Payment terms are net 30 days with FOB destination and inside delivery required. The agency is exempt from sales and excise taxes. Funding is available through the fiscal year with renewals subject to appropriations; the agency's major funding source is federal dollars requiring 25% non-federal matching funds. Bidders are encouraged but not required to contribute in-kind donations or services to assist the agency in meeting its matching fund obligations. The successful contractor must maintain a 95% monthly fill rate, provide weekly minimum deliveries, supply all required documentation and certifications including proof of insurance with minimum coverage limits, and comply with all federal, state, county, and local laws and regulations.

Pricing is the major factor in this award but will not be the sole determining factor in the selection of a Contractor for this bid. The requested documentation and responses to our requests for information will determine whether your Bid is complete, responsive, and accepted for review. Only complete bids submitted with all requested information and documentation shall be considered.

HSGD qualifies for Texas Cooperative Purchasing Contracts and other governmental cooperative schedule pricing.

If your company is on any government or cooperative schedule, please indicate if the above pricing/discounts meet or exceed the schedule pricing and provide the contract number and Agency.

HSGD's major funding source is federal dollars, which must be matched with 25% of non-federal matching funds.

We encourage (not require) all contractors to help the Agency, as a non-profit community service organization, to meet its obligation through donations of services or in-kind contributions of products. If the Bidder intends to help meet the Agency’s match through in-kind services or products, then please indicate the amount and percentage of the in-kind with the pricing information. If a discount on catalog products is to be offered in lieu of “in-kind” product, then indicate in your bid whether or not this discount is unique to the Agency, due to it’s being a non-profit organization, or is your standard practice (which cannot be counted towards matching funds). This is not a determining factor in the selection of a Contractor.

All pricing information should be in a separate envelope for review purposes.

If catalogs are used, please give Name and current year of the Catalogs

The raw score is used to (in the case of more than 5 bidders) to qualify bidders as finalist. The finalists are then subjected to Review and analysis using the other Criteria.

3. The specifications raw score is achieved by the Review Committee and/or Purchasing Agent comparing bids with specifications, comparing bids with each other, and/or comparing the bids with industry standards.

4. The raw score for Small Business/Minority/Woman Owned is derived from actual documentation from a recognized governmental agency as to their status. A small business firm, if it meets the definition of "small business" as established by the Small Business Administration (13 CFR 121.3-8). By having average annual receipts for the last three fiscal years of less than seven million dollars.

5. All raw scores are entered into a factor analysis spreadsheet, which automatically multiplies them by the weight factor and adds the total final score for each bidder.

6 The Review Committee normally (but has the right for good cause not to) recommends the bidder with the highest score to be awarded the contract.
