About this file
This Addendum 1 document provides clarifications to Invitation for Bids (IFB) 473-26-00004 issued by the Public Utility Commission of Texas (PUCT) for court reporting and transcription services. The bidding process requires submission of bid information in the format specified in Section 1.02 of the IFB to rfpcorrespondence@puc.texas.gov by December 18, 2025, at 10:00 AM. The estimated quantities listed in the pricing sheet table on page 10 of the IFB represent the expected number of proceedings per year where the contractor will provide court reporting and transcription services, including 52 half-day and 52 full-day in-person proceedings, 52 half-day and 52 full-day electronic proceedings, and 40 State Office of Administrative Hearings (SOAH) proceedings. The contract term runs from January 1, 2026, through December 31, 2026, with one optional renewal period from January 1, 2027, through December 31, 2027.
All contractor personnel assigned to provide court reporting services must be certified under Chapter 154 of the Texas Government Code. The contractor is responsible for providing all necessary computer and technical equipment for capturing audio and video in in-person proceedings; remote participants will use the live feed provided through the PUCT website or SOAH's preferred streaming platform. The PUCT's current contractor, AdminMonitor, provides streaming services for PUCT proceedings, while SOAH proceedings utilize SOAH's specified platform. No travel expenses will be reimbursed for reporters not residing in Austin, and the PUCT does not provide templates for transcript formatting, though the Uniform Format Manual serves as the standard. Court reporter services are invoiced weekly, with payment made 30 days after invoice receipt. Bid prices must remain firm for 30 days from the bid opening date, and potential financial penalties apply for late deliveries.

ADDENDUM 1
TO
IFB 473-26-00004
COURT REPORTING AND TRANSCRIPTION SERVICES
1. Can you please clarify what form the bid is to be submitted in?
The requested information should be included on the IFB and submitted by the due date to rfpcorrespondence@puc.texas.gov. See section 1.02 of the
IFB.
2. I see a request for a pricing sheet for transcripts and then a table on page 10 of
23 with values in the estimated quantity column with units marked for each one-year period. What do the values symbolize?
These values are the estimated number of proceedings per year where the contractor will be expected to provide court reporting and transcription services.
3. On page 6 of 23, item II. Do all contractors need to be certified as court reporters and transcriptionists by the AAERT?
All contractor personnel assigned to provide court reporting services must be certified under Chapter 154 of the Texas Government Code.
4. I understand that for the transcript, the Uniform Format Manual is the gold standard for reporters and transcriptionists. Does the PUCT have a template or several templates already created in order to use for their sessions?
No.
5. Since the court reporter may appear via videoconference, is there a system already set up with a preferred platform that the PUCT will use? And if so, what will it be? If not, do you have a requirement for which one you prefer?
In proceedings where a court reporter is permitted to appear via videoconference, the PUCT’s current contractor, AdminMonitor, will provide the streaming services. Proceedings held before the State Office of Administrative Hearings (SOAH) will utilize SOAH’s preferred streaming platform.
mailto:rfpcorrespondence@puc.texas.gov
6. If the reporter does not reside in Austin, but in another part of Texas, will you pay for travel and related expenses?
No.
7. Is the court reporter required to provide all computer and technical equipment for capturing audio and video sessions? Will all participants be set up on the same system?
For in-person proceedings, the court reporter will be required to provide all the equipment necessary to capture audio and video sessions. If the court reporter is permitted to attend a proceeding remotely, the reporter will use the live feed of the proceeding provided through the PUCT website or the streaming platform specified by SOAH, as applicable. A participant’s participation in the proceeding will be directed by the presiding officer, and although not frequent, there could be proceedings in which a specific participant appears remotely in an in-person proceeding.
8. Court reporter services would be invoiced weekly. Does that mean payment will be made 30 days after receiving the invoice?
Yes.
