About this file

This Scope of Work document outlines submetering maintenance services required by the University of Texas MD Anderson Cancer Center in Texas. The Owner seeks a qualified partner to continue its submetering program by performing annual verification and maintenance of flow meters (ultrasonic, magnetic, insertion, and pressure) and temperature sensors to ensure accurate thermal energy consumption measurements for building benchmarking purposes. The supplier's responsibilities include recording existing meter and sensor conditions, performing diagnostic checks on flow meters to verify signal quality within manufacturer specifications, conducting independent portable meter verification using NIST-traceable equipment, documenting verification data with before and after readings and timestamps, recording temperature sensor readings when feasible, identifying devices operating outside manufacturer error specifications, and calibrating flow devices when appropriate and accessible. Service visits will be scheduled by the Owner's Engineering and Building System Management group, grouping meters into operational maintenance groups with multi-day visit schedules. Work is expected during normal business hours with Owner-provided escorts and necessary support including access, equipment, and power.

The scope does not specify pricing terms, contract duration, renewal options, or funding amounts within the document. A detailed device list is referenced as Attachment A but not included in this file. All work coordination, meter grouping, scheduling, and site logistics will be managed by MD Anderson's Engineering and Building System Management group to ensure efficient execution of the submetering verification and maintenance program.

Submetering Maintenance RFP

Scope of Services Requested

The University of Texas MD Anderson Cancer Center (Owner) is pursuing a partner to continue its submetering program to ensure credible flow and temperature measurements to calculate thermal energy consumption for tracking building benchmarking. Our aim is to verify all flow meters (e.g.

ultrasonic, magnetic, insertion, and pressure) and temperature sensors, if feasible, annually. Ideally, our partner will have expertise in metering to both calibrate, if appropriate, and identify failing metering equipment.

Supplier shall perform following activities:

a. Record existing meter, supply temperature sensor, and return temperature sensor conditions.

b. For flow meters:

i. Perform diagnostic check of signal and verify it is within manufacturer’s specified range for quality and signal strength (if applicable).

ii. Verify volume flow measurement using independent portable meter with National Institute of Standards and Technology (NIST) Traceable Certificate.

iii. Verification data sheet for each meter with at least both before and after readings with timestamps and unit of measure, independent verification meter before and after readings with timestamps and unit of measure, verification meter details (make, model, serial number), field notes, signal scale factor, and any recommendations for calibration/replacement.

c. For temperature sensors:

i. When readings are feasible such as supply and return sensors are near flow sensor, record before and after verification readings with timestamps, field notes, and any recommendations for calibration/replacement.

d. Document devices found to be outside of the manufacturer’s specified error.

e. Calibrate when flow devices are found to be outside of the manufacturer’s specified error if feasible, accessible, and appropriate.

f. Service visits will be scheduled by grouping meters into Operations and Maintenance Groups, with each visit spanning several days. MD Anderson Engineering and Building System

Management (EBSM) group is responsible for grouping meters and coordinating the schedule.

g. Work expected to be performed during normal business hours. An Owner escort and sufficient support for the work (i.e., access, ladder, power, etc.) will be provided.

h. A summary of devices and types has been included as an attachment named “Attachment A -

Device List.”
