About this file
This file is an instructional guide prepared by the Texas Education Agency (TEA) outlining the requirements and procedures for completing a HUB Subcontracting Plan (HSP) as a mandatory component of bid and proposal submissions. The document serves as a comprehensive reference for respondents to understand HSP completion requirements, which must be submitted with all bid responses when HUB subcontracting opportunities are identified in the Scope of Work. Failure to submit a compliant HSP or one that does not meet good faith effort requirements will result in the bid response being rejected from the evaluation process. The guide provides detailed instructions across multiple sections, including respondent information collection, subcontracting intention declarations, self-performance justifications, and affirmation statements that confirm the accuracy of submitted information.
The HSP framework offers four distinct completion options based on subcontracting intentions: Option 1 addresses scenarios where all subcontractors are Texas Certified HUBs; Option 2 applies when the HUB goal will be met or exceeded using a combination of certified HUBs and non-HUB subcontractors; Option 3 covers situations where the stated HUB goal will not be achieved; and Option 4 applies to full self-performance using only company resources. The document requires specific good faith effort documentation through either Method A (for respondents meeting HUB goals) or Method B (for those not meeting goals), with Method B mandating notification to at least three Texas certified HUB businesses and two or more trade organizations or development centers, allowing seven working days for responses prior to bid submission. Upon contract award, HSP obligations continue through monthly expenditure reporting and compliance verification, with any HSP modifications requiring prior agency approval through a formal amendment request process.

HUB SUBCONTRACTING PLAN (HSP) IS A REQUIREMENT
Once the agency determines that HUB subcontracting opportunities are probable in the Scope of Work, a completed HUB Subcontracting Plan must be returned with your Bid/Proposal.
If the HSP is not submitted with your response or fails to meet good faith effort requirements, your response will not proceed to the evaluation team.

The HUB GOAL is identified in the “Special Instruction” section of the HSP.
Decide whether you will need to subcontract parts of the contract to complete the agency’s scope of work.
Read the four different options on the HUB Subcontracting Plan (HSP) checklist and determine which options fit your response. Answer each section within that option.
Note: HSP Good Faith Effort – Method B (Attachment B) will require you to provide a Good Faith Effort notification and contact HUBs, trade organizations or development centers.
