About this file

This is Addendum No. 1 to Invitation for Bid No. 26-06 issued by the City of Huntsville, Texas, for the comprehensive rehabilitation of a 2-million-gallon elevated steel water storage tank located at 595 Palm Street. The project encompasses exterior and interior surface preparation through abrasive blasting, multi-coat epoxy and polyurethane coating systems, structural repairs including approximately 250 pit repairs by welding, installation of new interior ladder systems, application of three decorative logos (SHSU, Huntsville Hornet, and City of Huntsville), and tank disinfection. The addendum addresses 32 bidder questions that clarify specifications, particularly regarding tank capacity (confirmed as 2MG with 118-foot height and 100-foot diameter), coating system options, surface preparation methods, and inspection procedures. The addendum confirms that City Staff will conduct all coatings inspections, prevailing wages apply, and contractors must provide quotes for multiple coating system options to ensure competitive comparability. The sealed bid deadline is December 18, 2025, at 2:00 PM Central Standard Time, with project award anticipated in late January 2026. The contract period runs 90 days from the award date, with a mandatory pre-bid site visit on December 9, 2025, and written question submission deadline of December 11, 2025.

The estimated project budget is $1.5 million, funded through the City of Huntsville's general budget. Liquidated damages are set at $1,500 per calendar day for non-completion, and contractors must obtain a 10 percent bid bond with performance and payment bonds from certified Texas surety companies. Required insurance includes $1,000,000 commercial general liability per occurrence and $300,000 commercial automobile liability per occurrence, with the City named as additional insured. Contractors must comply with NSF Standard 61 for potable water contact, TCEQ environmental regulations, and OSHA safety standards. Mobilization is desired soon after contract award, and bidders are permitted to use various abrasive materials with no restrictions. The addendum clarifies that interior dry coatings are part of the project scope, interior wet areas require ladder replacement only from the roof hatch to tank floor, and the interior dry area must be rinsed after blasting and painting to remove all dust. A one-year warranty is required with provisions mandating complete repainting at contractor expense if coating failures exceed 25 percent of any tank surface section.
