About this file
This is a Scope of Work document issued by the Texas Department of Public Safety (TXDPS) for electrical construction services at the Midland District Office Crime Lab Division located at 2405 S Loop 250 W, Midland, TX 79703. The project encompasses three primary service categories: rough electrical installation, electrical trim out, and solid surface countertop repair. The work is overseen by Contract Monitor Anthony Avila, Construction Manager for the Lubbock Regional office, who can be reached at (806) 543-4129 or anthony.avila@dps.texas.gov. Building contacts will be identified to bidders for site visits, with access times requiring advance scheduling. The Scope of Work document includes detailed specifications organized into multiple sections covering submittal procedures, quality requirements, product requirements, product delivery requirements, cleaning and waste management, and closeout procedures. Shop Drawings and Product Data are required submittals, with initial reviews allowing seven days for processing and resubmittals requiring the same timeline. Four copies of Product Data must be submitted, with the Facilities Project Monitor retaining two copies.
Quality assurance and control requirements mandate that contractors provide testing and inspections to verify compliance with Contract Documents, with testing agencies required to be either nationally recognized testing laboratories (NRTLs) or accredited through NIST's National Voluntary Laboratory Accreditation Program (NVLAP). All contractors and personnel must complete an HR-22 background application within three days of fingerprinting, with automatic disqualification occurring for felony convictions, driving while intoxicated convictions within five years, delinquent child findings within five years, suspended driver licenses as habitual violators within three years, or suspended licenses for refusing chemical tests within five years. Product delivery and storage must follow manufacturer specifications, with materials stored on site in box trailers or elevated, tarped piles, and no more than one day's worth of materials stored on site at any time. Daily cleaning is required throughout construction, with final cleaning completed prior to substantial completion. All damaged, misshapen, or defective materials must be removed from site immediately, and the contractor bears responsibility for all tool, equipment, and material storage, maintenance, and security.

1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Facilities Project Monitor's responsive action.
B. Informational Submittals: Written information that does not require Facilities Project Monitor's responsive action. Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Facilities Project Monitor reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Facilities Project Monitor's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
1. Initial Review: Allow 7 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Facilities Project Monitor will advise Contractor when a submittal being processed must be delayed for coordination.
2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Resubmittal Review: Allow 7 days for review of each resubmittal.
C. Identification: Place a permanent label or title block on each submittal for identification.

i. Number and title of appropriate Specification Section.
j. Drawing number and detail references, as appropriate.
k. Location(s) where product is to be installed, as appropriate.
l. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise specifically identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and unless Facilities Project Monitor observes noncompliance with provisions in the Contract Documents, initial submittal may serve as final submittal.
F. Transmittal: Package each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form. Facilities Project Monitor will return submittals, received from sources other than Contractor.
G. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
