About this file
This is a vendor information guide document issued by the Texas Department of Public Safety (DPS) for submitting responses to state solicitations through the optional DPS Online Bid Room system. The document provides procedural guidance for vendors interested in responding to the Midland Crime Lab Electrical contract opportunity. The DPS Online Bid Room is an optional electronic submission method available to bidders, and use of this system is subject to all terms, conditions, and requirements outlined in the official solicitation package. Vendors must carefully review the complete solicitation package, including all exhibits, before submitting responses. All questions regarding the solicitation must be directed to the point of contact identified in the solicitation package. Responses must be submitted in the form and manner specified in the solicitation package by the stated response due date and time, with failure to adhere to these requirements potentially resulting in disqualification.
Access to the DPS Online Bid Room requires completion of a two-step registration process: vendors must first register at the designated portal and allow up to two business days to receive login credentials via email, then use those credentials to access the system and submit solicitation responses electronically. The document emphasizes that vendors should allow sufficient time for registration to meet the submission deadline, as late responses are not accepted. Technical difficulties with the optional online system do not constitute grounds for protesting a contract award. Successful submissions through the DPS Online Bid Room receive automatic confirmation through the system, eliminating the need for additional receipt confirmation. Supporting resources including a vendor tutorial, user guide, frequently asked questions, and customer support contact information are available to assist vendors in navigating the platform.
