BISD is soliciting proposals for electrical supplies to be stored at the district's distribution center and supplied on an as-needed basis to all district facilities. The solicitation encompasses eight specific line items, including fluorescent lamps (4' T8 and 4' T5), fluorescent ballasts, emergency ballasts, power packs, ceiling occupancy sensors, and compact fluorescent bulbs, with quantities ranging from 20 to 360 units per item, plus a ninth line item for catalog discounts on all other electrical supplies not otherwise listed. The questions deadline is January 8, 2026 at 4:00 PM (CT), and responses must be submitted by January 15, 2026 at 2:00 PM (CT). The Board meeting for award approval is scheduled for February 26, 2026 at 6:00 PM (CT). The contract term runs from March 1, 2026 through February 28, 2027, with options to extend for two additional one-year periods by mutual consent, not to exceed three years total, plus an optional 90-day transitional period.
The estimated annual contract value based on 2025-2026 expenditures is $42,219.70. Evaluation criteria are weighted as follows: purchase price and associated costs (55%), proposer reputation and experience (20%), quality of goods and services (1%), extent to which services meet district needs (18%), proposer's past relationship with the district (5%), and impact on historically underutilized business compliance (1%). All vendors must submit exact brands and models as specified; no alternates are accepted. The district reserves the right to award to a single proposer, multiple proposers, each line item separately, or in any combination deemed in the district's best interest. Current vendors under the previous RFCSP 015-25 must submit new proposals to continue participation. Proposers must meet a minimum evaluation score of 70 points and complete all required documents, including W-9 forms, Conflict of Interest Questionnaires, Certificate of Interested Parties (CIP 1295), non-collusive certificates, and pre-employment affidavits. The district requires vendors to comply with criminal background check requirements, drug-free workplace policies, and standard terms and conditions. Deliveries are accepted at the BISD Distribution Center (8641 Airport Fwy, North Richland Hills, TX 76180) Monday through Thursday, 8:00 AM to 3:00 PM, excluding school holidays. Buy American Provision
School and institutions participating in the NSLP and SBP are required by law to use child nutrition funds, to the maximum extent practicable, to buy domestic commodities or products for meals served under these programs. A “domestic commodity or product” is defined as one that either is produced in the U.S. or is processed in the U.S.
substantially using agricultural commodities that are produced in the U.S. The term “substantially” means that over 51 percent of the final processed product consists of agricultural commodities that were grown domestically.
Therefore, when child nutrition funds are used to acquire foods, schools and institutions must ensure that the items comply with this requirement. Additional requirements for preference for agricultural products from Texas are applicable to the use of child nutrition funds, in accordance with the Buy American Provision, Section 44.042, Texas Education Code.
