About this file

This is a Questions & Answers Addendum for RFP No. 301-26-06531, issued by the Office of the Governor of Texas, establishing clarifications regarding Foreign Trade and Investment Representation Services for the State of Texas Israel Office. The RFP seeks a contractor to establish and operate a fully functional office in Jerusalem providing trade and investment promotion services, with minimum annual deliverables including five qualified investment prospects, participation in five trade assistance events, and execution of seven promotion events. The contract term runs from January 16, 2026, through August 31, 2027, with potential renewal options extending through August 31, 2030. Proposals were due December 16, 2025, at 2:00 pm Central Time.

The addendum clarifies critical budgeting and expense categorization requirements for the solicitation. Reimbursable expenses, including trade show participation fees, booth construction, venue rentals, and catering for STIO-organized events and performance measure activities, must be submitted for pre-approval after contract commencement, with the Office of the Governor providing approval decisions within 2-3 business days or expedited approval upon request. All such costs are excluded from the fixed monthly service fee, which covers in-house labor, project management, strategic counsel, reporting, equipment, and facilities. The addendum further defines "Qualified Prospects" as companies expressing formal interest to the OOG through letter or email and meeting minimum thresholds of at least ten permanent full-time employee positions and $500,000 in capital expenditures. Regional promotional activities outside Israel are not required as part of the scope of work.

Foreign Trade and Investment Representation Services for The State of

Texas Israel Office – Office of the Governor

Addendum 3

Questions Regarding Solicitation No. 301-26-06531 STIO Representation Services

1. Reimbursable Budget Submission

Regarding the Compensation section (Tab 9): Is it the OOG's expectation that we provide a budget estimate for reimbursable expenses within our Tab 9 response (based on the Plan of Action)? Or is the intention that the selected vendor will submit the reimbursable budget estimate for OOG approval only after contract commencement?

Answer: After contract commencement, the vendor will submit estimated expenses for OOG approval prior to incurring the cost.

2. Pre-Approval Timeline

The solicitation states that all reimbursable expenses must be pre-approved. To the extent possible, could you provide an estimate of the lead time typically required to obtain approval prior to a proposed activity or event?

Answer: The OOG will review, and approval submitted expenses within 2-3 days. However, if the expense need is immediate, expedited approval request is available.

3. Categorization of Expenses

We would appreciate clarification regarding which event and activity expenses are expected to be covered within the Monthly Fee versus those considered Reimbursable, specifically regarding goods and services only (excluding coordination and labor):

• Trade Show Participation: Are third-party costs (such as participation fees, booth construction, branding, and printing materials) considered Reimbursable expenses, subject to prior approval, rather than part of the fixed Monthly Fee?

Answer: Yes, the expense would be considered reimbursables; however, must be pre-approved by the OOG.

• STIO-Organized Events: Similarly, for receptions or conventions initiated by the STIO, would external costs such as venue rental and catering be classified as Reimbursables or included within the Monthly Fee?

Answer: They would be considered reimbursables; however, they must be pre-approved by the OOG.

• Performance Measure Events: Regarding costs incurred to meet the Section

4.3 performance measures (e.g., "Texas Promotion Events"), should associated hard costs, such as booth construction, venue rental, catering, and AV equipment, be viewed as Reimbursable expenses or part of the Monthly Fee?

Answer: Please see above. These costs would be considered reimbursables.

4. Regional Promotion

Section 4.3 mentions promotional activities in "other countries in the region as needed."

Would the OOG like us to include participation in trade shows, major conventions, or other networking activities promoting Texas in regional countries (e.g., UAE, Bahrain, other GCC nations) within our proposal?

Answer: No.

5. Qualified Prospects

Section 2.18 defines Qualified Prospects as "Companies expressing to the OOG interest in the State of Texas as a potential investment location." Could you please clarify the following:

• How does a company formally express interest to the OOG to be classified as a Qualified Prospect?

Answer: Contact is usually a formal letter or email to the OOG.

• What is the specific process for companies to contact the OOG (e.g., is there a specific form, online platform, or contact protocol)?

Answer: Contact is usually a formal letter or email to the OOG.

• Are there specific thresholds or criteria required to meet the Section 2.18 definition?

Answer: The minimum requirements to qualify are at least ten permanent full-time employee positions and at least $500,000 in capital expenditures.
